The Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA) is seeking sources capable of providing Circuit Board Assemblies and Printed Wiring Boards. DESCRIPTION: The NWS intends to modernize the WSR-88D transmitter control and monitoring system. The current four card design is based on mid 1980's TTL technology. The current circuit cards and backplane are becoming obsolete. The NWS requires the design and development of a single circuit card to replace the four current circuit cards, and the design and development of a Printed Wiring Board (PWB) to replace the current wire-wrapped backplane circuitry. The physical relationship between the 4 current circuit cards and the backplane is that the 4 cards (Figure 1) plug into the four 300 pin connectors shown along the left edge of the connectorized side of the backplane (Figure 4). NOAA's Acquisition & Grants Office, Western Acquisition Division-Boulder, in support of the NWS Radar Operations Center (ROC), seeks potential vendors to provide 260 Circuit Card Assemblies and 260 Printed Wiring Boards. A draft statement of need and attachments are provided herein. Specifically, NOAA requires the following units; CLIN 0001 1EA Design of Control & Monitoring Circuit Board Assembly - First Article CLIN 0002 1EA Design of Transmitter Backplane Printed Wiring Board- First Article CLIN 0003 2EA Circuit Board Assembly Second Article CLIN 0004 2EA Printed Wiring Board Second Article CLIN 1001 8EA Circuit Board Assembly Limited Rate Initial Production (LIRP) CLIN 1002 8EA Printed Wiring Board LRIP CLIN 1003 250EA Circuit Board Assembly Full Production CLIN 1004 250EA Printed Wiring Board Full Production DELIVERY SCHEDULE: First article units will be delivered to the ROC in Norman, OK 60 days after receipt of order. Second Article is due in 45 days of First Article approval. LRIP units are due in 30 days of an accepted Second Article, and full production is due within 6 months of the Prototype approval. The Government anticipates awarding a fixed-price supply contract for the Circuit Card Assemblies and Printed Wiring Boards. This request for information does not constitute a commitment, implied or otherwise, that a procurement action will be issued. No entitlement to payment of direct or indirect costs or charges by the Government will arise as a result of the submission of contractor's information. The Government shall not be liable for or suffer any consequential damages for proprietary information not properly identified. Proprietary information will be safeguarded in accordance with the applicable Government regulations. Please submit information to include: 1) Your firm's DUNS number & CAGE code; 2) Your firm's SBA certified small business concern status. Specifically identify if your firm is HUBZone-certified, Service Disabled Veteran Owned, or SBA 8(a) program certified; 3) A brief description of your firm's recent past experience (within past 3 years) providing components of similar nature and complexity; 4) Your firm's facility capabilities, specifically whether your firm has the ability to build the required Circuit Board Assembly and Printed Wiring Boards. 5) Identify the major work components your firm would likely subcontract out. Any subsequent contract will contain the mandatory FAR clause 52.219-14, Limitations on Subcontracting, which limits subcontracting costs to 50% of the price of the contract.
