- The National Institute of Standards and Technology (NIST) is conducting market research in the form of a sources sought notice to obtain information regarding the availability and capability of all qualified sources to perform a potential requirement. This is not a solicitation for proposals, proposal abstracts, or quotations. Acknowledgement of receipt of responses will not be made, nor will respondents be notified of the outcome of NIST's review of the information received. Responses to this announcement will not be returned, nor does NIST intend to hold discussions concerning this sources sought with interested parties. However, NIST reserves the right to contact one of more of the respondents if additional information is required. This request is not to be construed as a commitment on the part of the Government to award a contract, nor does NIST intend to pay for any information submitted as a result of this request. Respondents must email its response to Danielle Pena at danielle.pena@nist.gov no later than 12:00 PM Eastern Time, Friday, March 13th, 2015. A. Background NIST requires administrative, meeting and web support for the Organization of Scientific Area Committee (OSAC). The OSAC is a collaborative body of approximately 550 forensic science practitioners and other experts who represent all levels of the government, academia and industry. The OSAC was established to strengthen the nation's use of forensic science by supporting the development and promulgation of forensic science consensus documentary standards and guidelines. The ultimate objective of the OSAC is to create a sustainable organizational infrastructure that produces consensus documentary standards and guidelines to improve quality and consistency of work in the forensic science community. OSAC approved standards will make up the OSAC Registry of Approved Standards. OSAC approved guidelines will make up the OSAC Registry of Approved Guidelines. The registries will be publicly available. B. Objective The objective is to acquire contractor support to assist NIST in meeting the requirements to develop and maintain forensic standards and create a web-based catalog of information to be shared by the Federal government with state, local, and tribal governments and the private sector. NIST plans to use contractor support to help with the increased workload required for standing up and operating this new program. C. Project Requirements The following are a draft of the OSAC's requirements: TASK 1. Administrative Support The contractor will provide basic administrative support to OSAC to include: • Producing templates and documents for members of OSAC • Producing graphics for broad use by OSAC members in production of templates and documents • Managing and administering the OSAC's KAVI Workspace online document management and storage system for at a minimum of 540 OSAC members and several hundred additional task group affiliate individuals to include website access management and administrative support to all users, • Managing the OSAC online application process and membership roster • Provide administrative support to the OSAC program office for all activities involved with promoting and facilitating the development of standards TASK 2. Online Communication Design, Management and Web Support The contractor will be required to provide support to the online component of OSAC to include: • Manage and maintain the www.forensicosac.org website which will serve as the future OSAC website. • Transfer all online content currently residing on the NIST commonspot website located at http://www.nist.gov/forensics/osac/ to the OSAC website • Transfer all current and former Scientific Working Group (SWG) legacy documents and work products to the OSAC website • Serve as the webmaster and manager of the site to include management of the membership list and access • Post and maintain new content on the website for all OSAC members and the public • Produce graphics, artwork, and templates to be used on the OSAC website and provide web design, technical web development and editing support • Produce and edit original content for the website on a weekly basis • Manage virtual meeting software licenses and capabilities for a minimum of 34 OSAC operating units to permit each operating unit to independently schedule and host virtual meetings. Contractor must possess experience with managing Adobe Connect licenses and similar tools. • Manage the OSAC Code of Practice • Maintain the OSAC Registry of Approve Standards and the OSAC Registry of Approved Guidelines (with hyperlinks to standards as appropriate) • Maintain a catalog of existing forensic standards and guidelines similar to the catalog currently posted on the NIST/OSAC website at: http://www.nist.gov/forensics/osac/standards-guidelines-catalog.cfm TASK 3. Outreach and Communications The contractor shall provide outreach and communications capabilities, including the following: • Writing, development and editing of presentations and publications • Development of graphics and templates • Creation and production of scientific posters • Outreach materials • Writing of news releases TASK 4. Meeting Planning - Logistics support The contractor will provide travel (flights, shuttle, taxi, airport parking, mileage, etc.); lodging (in accordance with government lodging rate and taxes) and meal support (per diem for meals and incidentals) for the following events: • Up to 540 participants from across the United States and 50 international participants to attend 2 NIST Sponsored Full OSAC Meetings per year. • Up to 75 participants from across the United States to attend 2 NIST SAC Meetings per year • Up to 35 participants from across the United States to attend 2 NIST RC Meetings per year • Up to 15 individuals from across the United States to attend 2 NIST FSSB Meetings per year Contractor support also includes the following: • Meeting and conference planning and on-site support • Audiovisual support for the meetings • Site selection assistance • Creation and distribution of meeting materials • Travel reimbursements support for all participants • Other items as required to support the successful conducting of OSAC meetings and the travel and reimbursement tasks for all participants TASK 5. Standards Copyrighting The contractor shall maintain copyrights for standards developed by the OSAC until such time when NIST takes ownership of the standards copyrights or makes a written request to transfer the copyrights to another entity. The contractor will have no future rights, royalties or other control of copyrights following the transfer of those copyrights to the designated entity. The contractor is required to have the capability to manage copyrighted work products. D. Anticipated Period of Performance NIST anticipates award of this requirement and performance to commence in the fourth quarter of FY15. E. Required Information for Submission Responses to this sources sought shall not exceed 20 pages in length and shall include answers to all of the questions below. Please note a respondent's failure to provide a complete response to questions 1-7 will be interpreted to mean that it does not understand the question and does not demonstrate capability to provide services required. Responses should demonstrate capability, not merely affirm the respondent's capability (e.g. the response must go beyond the statement, "XYZ Company can provide web support."). 1. Provide a detailed narrative of at least two past performance examples with Government agencies and/or industry within the past three years of similar scope and complexity with the task areas detailed in section C - Project Requirements. 2. Provide a detailed narrative demonstrating experience with specific Kavi Workspace and Adobe Connect. 3. Provide a detailed narrative demonstrating experience managing copyrighted work products. 4. Provide a detailed narrative demonstrating experience working with professional forensic science organizations (i.e. American Academy of Forensic Sciences, International Association for Identification, etc.). 5. Provide a detailed narrative demonstrating experience with the process of standards development and experience with standards development organizations. 6. Agency/Organization, Name, title, telephone number, and e-mail address of individuals who can verify the demonstrated capabilities identified in the responses. 7. Provide an acknowledgement that the contractor meets the IT requirements listed below. a. The Contractor will be managing Personally Identifiable Information (PII) when supporting travel and reimbursements for the OSAC so the following IT security policy Applies. [Moderate-Impact]: The Contractor shall have FedRAMP authorization or an Authorization to Operate (ATO) letter issued by a Federal Government agency as evidence that they have been assessed and authorized. If using an ATO letter, that letter shall clearly state the impact level (i.e., moderate or high) at which the Contractor has been assessed and authorized. If subcontractors are involved, each party shall have the above stated FedRAMP authorization or Federal agency-issued ATO letter stating the authorization. While FedRAMP authorization or ATO is preferred, in lieu of the above the Contractor, and/or its subcontractors, may demonstrate that they have passed an independent security audit (e.g. Statement on Standards for Attestation Engagements (SSAE), PCI Data Security Standard (PCI DSS)). Within five days of contract award, the Contractor shall provide to NIST as a deliverable, evidence of the audit or instructions on how to obtain evidence of the above. b. The Contractor will be building and managing the OSAC website for NIST so the following IT policies apply. Internet Protocol Version 6 (IPv6): The Contractor shall have its services be accessible through both Internet Protocol Version 6 (IPv6) and IPv4. If not already compliant, the Contractor shall provide the Government with a statement regarding its plans to implement IPv6, including timeframe. Section 508: The Contractor shall create and maintain a website with content and links that comply with Section 508 of the Rehabilitation Act. 8. Provide the following: a. Organization Name b. DUNS Number c. Organization Website d. Contact Name e. Contact Telephone f. Contact E=mail address g. Size Designation and socioeconomic status h. Number of Employees in your organization i. Your organization's current and gross revenue 9. Provide suggested appropriate North American Industry Classification System (NAICS) code and rationale. 10. Provide information concerning contact vehicles to be used by NIST in acquiring the services outlined in the project requirements section (GSA Federal Supply Schedules, Government wide acquisition contracts, etc.). 11. What supporting documentation and/or additional information do you require to be released with the solicitation to obtain a better understanding of the NIST requirement?
