Description
MICC Fort Eustis will conduct an Industry Day to discuss an anticipated Request for Proposal for the U.S. Army Training and Doctrine Command (TRADOC) Asymmetric Warfare Group (AWG) Operation Support Services. The contract is anticipated to be an unrestricted single award contract to support this initiative in accordance with (IAW) FAR Part 15, Contracting by Negotiation. The purpose of this Industry Day is to engage industry in an interactive way to gather additional information to support ongoing market research efforts. Participation in this Industry Day is voluntary and in no way obligates the Government to award any contracts or pay any costs associated with such participation. This Industry day is part of ongoing Government conducted market research for planning purposes only. It is NOT a solicitation. This is NOT an Invitation for Bid (IFB) or a Request for Proposal (RFP). The Government does NOT intend to award a contract on the basis of this notice. THIS IS NOT A REQUEST FOR TECHNICAL OR COST PROPOSALS. This is an opportunity for interested potential Offerors to attend an Industry Day hosted by MICC - Fort Eustis and TRADOC AWG to briefly discuss the future DRAFT Request for Proposal (RFP). MICC - Fort Eustis and AWG are conducting additional market research to identify reasonable alternatives that enhance the overall level of competition, expand prime or subcontracting opportunities for small businesses, generate significant cost savings for the Army and/or enhance the Army's ability to plan, manage and execute the AWG Operations Support contract. The conceptual business arrangement is: The Government is planning a full and open competition for a Single Award Firm Fixed Priced Contract with Cost CLINs for Surge, Travel and Other Direct Costs (ODC). The contract will be for a one (1) year base period and four (4) one year options. The evaluation is planned as Best Value with Trade-offs. The estimated contract award is between $100-$150M. The North American Industry Classification System (NAICS) Code is 541690, Other Scientific and Technical Consulting Services with a size standard of $15.0M. a. Please identify any reasonable alternatives for organizing, competing and administering the follow-on AWG Operations Support contract that would allow more prime contractors to participate in the competition. b. Please review and provide comments/suggestions on the PWS to identify any inconsistencies or areas that need additional information in order to allow maximum participation by industry. c. The Government seeks new and innovative suggestions regarding the approaches to accomplishing the PWS, both in terms of the end results of the services, and in terms of saving money. The Government will be providing a briefing session beginning at 1:00 pm EDT on Wednesday, March 4, 2015 at the AWG Resource and Operations Center (ROC) located 2286 Morrison Street, Fort Meade, MD, 20755. This briefing session will include an overview of the AWG mission and address questions submitted by industry prior to the briefing. Interested sources MUST register by contacting Mr. Michael Adams, Contract Specialist at michael.o.adams.civ@mail.mil no later than 10 am EDT on Monday, February 23, 2015. Number of attendees per company should be limited to a maximum of two (2). Participation is NOT mandatory. Any questions or input in regard to the proposed acquisition strategy shall be submitted via electronic mail to Mr. Michael Adams at michael.o.adams.civ@mail.mil no later than 10 am EDT on Monday, February 23, 2015. All submissions should be clearly marked 'Question(s) for TRADOC AWG Industry Day. The DRAFT RFP is anticipated to be released in 3rd quarter FY15 and will be posted to FedBizOpps via Army Single Face to Industry (ASFI). The closing date for submission of proposals will be contained in the solicitation.
