OFFERS WILL NOT BE ACCEPTED FROM THIRD PARTY AGENCIES OR BROKERS. QUOTES SHALL BE ACCEPTED DIRECTLY FROM VENDOR. INTRODUCTION: This is a combined synopsis solicitation for commercial items in accordance with Federal Acquisition Regulation (FAR) Streamlined Procedures for Evaluation and Solicitation for Commercial Items. This announcement constitutes the only request for quote; a written solicitation will not be posted. The solicitation number is W91QEX15T0025. Provisions and clauses in effect through Federal Acquisition Circular 2005-78 are incorporated. It is the contractor's responsibility to be familiar with the applicable clauses and provisions. This requirement has been set aside 100% for small business concerns. All qualified vendors are encouraged to submit a proposal. INTRODUCTION/OVERALL REQUIREMENTS: This is an internet based subscription web-based capture, analysis and distribution of television and radio broadcasts provided to the United States Southern Command (USSOUTHCOM, also referred to herein as quote mark the US Government quote mark ) in support of the command's Public Affairs Office in Miami, Florida. A customer service representative available during normal duty hours. All prices and costs contained in this agreement will be stated in U. S. Dollars (US$), and all proposal submissions by contractors shall be provided in English. 2. SERVICE PERIOD: One year from service commencement date with options to renew annually for a total service period not to exceed five years. (08 April 2015 to 07April 2016 followed by four option years) 3. DESCRIPTION OF SERVICE: Contractor-provided subscription shall include the following: 3.1 Capture of television/radio broadcasts in U.S. and foreign countries: Contractor shall monitor and digitally record (hereafter referred to in this SOW as capture) television/radio broadcasts in U.S. Digital Market Areas (DMAs) and as feasible, foreign areas. Monitoring of the following networks in the Miami market is critical: WFOR (CBS), WTVJ (NBC), WSVN (FOX), WPLG (ABC), WLTV and Fusion (Univision) and WSCV (Telemundo). Other important DMAs are outlined in Appendix 1 of this SOW. Customer note: Designated Market Area (DMA) is a term used by Nielsen Media Research to identify an exclusive geographic area of counties in which the home market television stations hold a dominance of total hours viewed. There are 210 DMA's in the U.S. 3.2 Web-based customer interface: Contractor shall provide the customer with access to all captured broadcasts via a web-based interface that allows for five user logins and password-protected access, search, review, analysis, editing and downloads. Contractor shall provide the Government with an account user name and password authorized 24-hour access to the interface. The Government will reserve the right to request changes to the user name and password or reassign them to other office personnel as needed to support operations. 3.3 Web-based searches and watches: The Contractor's web-based interface shall allow the Government to conduct one-time keyword searches and to set up watch terms that continuously search for key words or terms within the Contractor's digitally-recorded content. Contractor's search tool shall allow the Government to set up watch terms using single and multiple keywords for the search tool to include or avoid. Search results should include the source (network and location) of the broadcasts containing the searched terms, as well as the date and time the terms were broadcast. Results of one-time searches shall be made available to the Government upon completion of the searches, allowing the Government to quickly browse the search results, review broadcasts identified by the search, edit selected broadcasts, edit and save clips from selected broadcasts for download, and download saved clips to local drives for viewing by USSOUTHCOM personnel. Results of watch-term searches shall be viewable by the Government online. Using the Contractor's web-based interface, the customer should also be able to edit clips identified in the watch-term results and download edited clips for viewing by USSOUTHCOM personnel. The Contractor shall not place a limit on watch terms the customer can set up; and content on the Contractor's interface should be searchable for a period of no less than 30 days. 3.4 Web-based date/time searches: The Contractor's web-based interface shall allow the Government to search available content in order to view programming aired on specific dates/times. This tool shall allow the Government to specify the date, time and network programming the individual wants to view. The tool should allow the Government to view the programming via video streaming within a standard internet browser plug-in such as Windows Media Player, QuickTime Viewer or Adobe Flash Player. 3.5 Downloads: The Contractor's web-based interface shall allow the Government to download unlimited clips from edited and non-edited search or watch-term results. Video clips shall be downloadable in WMV and/or AVI formats, while audio clips shall be downloadable in WMA and/or MP3 formats. The minimum resolution for video clips shall be 320 x 240 for WMV files and 640 x 360 for AVI files. Clips selected for download shall remain available for download from the Contractor's web-based interface until downloaded by the Government or for a period of 30 days, whichever occurs first. 3.6 Transcripts: The Contractor's web-based interface shall include text transcripts of programming identified by searches. Though 100-percent accuracy of the transcripts is not required, the transcript texts should reflect the audio as accurately as current automated technologies allow and the Contractor must specify if and when transcripts are not fully accurate. Contractor shall make available to the Government the option to view extended transcript texts online or email transcripts to the Government's account email address. 3.7 Analysis tools in graphic report format: The Contractor's watch-term search results must include tools allowing the Government to view statistics related to the watch-term search results. At a minimum, the statistics provided by this tool shall include: the source of the broadcasts mentioning the Government's search terms, the amount of times the networks mentioned the search terms, and the amount of times the search terms were mentioned per day. These statistics should be displayed in chart formats (pie charts and/or line charts and/or graph charts) that are easy to read and understand. Analysis tool charts should be viewable online, savable in an easily-viewable image, graphic or document format (such as.jpg,.png,.tiff, or.pdf), and printable by the Government from the web-based interface. The statistics tool should include data for periods of no less than 30 days and allow the Government to customize charts in order to view data for shorter and/or more recent periods. 3.8 Viewership information: The Contractor shall maintain and make available to the Government any available viewership information for the digitally-recorded networks and/or programming. This information should be accessible to the Government in a format that is easy to locate and view within the Contractor's web-based interface and the Government's internet browser. 3.9 Email notifications and distribution: The Contractor's web-based interface shall allow the Government to set-up email notifications for watch terms and specify when the notifications are to be received by the customer. The Contractor's web-based interface shall also afford the Government the option to email individual search results in the form of links to video clips and transcript excerpts of audio located during searches. There should be no limit placed on email notifications containing links to saved clips or views of video clips resulting from email notifications related to the account notification system. 3.10 Customer Support: The Contractor shall assign a point of contact (POC) to the Government to assist with technical subscription and account issues. Contractor's point of contact information shall include: name, title, telephone, email address and business address. Government's requests for assistance shall be addressed by the Contractor's POC within 48 hours of receipt, unless holidays or extenuating circumstances preclude it, in which case requests shall be addressed at the earliest opportunity. 4. GENERAL REQUIREMENTS: 4.1 Contractor shall supply and maintain within their facilities all equipment/manpower needed to accomplish the services outlined in paragraph three. 4.2 The Contractor shall ensure the services outlined above are made available to the customer on a 24-hour basis. 4.3 The contractor shall provide the customer with access to a printable and/or downloadable instruction on how to use the tools, electronic products and web-based interface provided as under the service contract. 5.CONTINGENCY FLEXIBILITY: If the subscription becomes unavailable for any reason, the Contractor shall ensure the Government is notified telephonically, online or via email and shall provide the Government with an estimate of when services will be restored within 48 hours. 6. CHANGES TO CONTRACT: The only person authorized to make changes to the contract is the Contracting Officer. Failure to clear changes in contract with the Contracting Officer IN ADVANCE of providing service will result in the Government not being responsible for the charges, and non-payment to the Contractor. Accordingly, the Contracting Officer SHALL be notified prior to any additional services/performances necessitating contract modification (that is, those resulting in changes in cost to the Government). The Contractor shall only take change orders from the Contracting Officer. Purchases or changes from unauthorized persons will result in the contractor not receiving payment for costs incurred. 7. CONTRACT MANPOWER REVIEW: The Office of the Assistant Secretary of the Army (Manpower & Reserve Affairs) operates and maintains a secure Army data collection site where the contractor shall report ALL contractor manpower (including subcontractor manpower) required for performance of this contract. The contractor shall completely fill in all the information in the format using the following web address: https://cmra.army.mil. 8. PRICE QUOTES: All quotes for services will be submitted in English and in U.S. Dollars, itemized per item type. Quotes will also specify translator and interpreter overtime rates on a per hour basis. 9. INVOICES: All invoices submitted for payment shall be submitted in English, and shall be billed in US Dollars. Invoice must have all required information as described by the Acquisition Support Center. All invoices submitted for payment shall be in English and in US Dollars. RFQ INSTRUCTIONS: The offerors shall provide sufficient technical documentation to allow for thorough evaluation of quote. Additionally, the vendor shall fully explain their ability to meet the requirements of the statement of work. Any exceptions to any part of the statement of work or terms of the contract shall be stated clearly and concisely. The government intends to award a firm fixed price contract with a base period of twelve (12) months and four subsequent twelve (12) month option periods. Offerors shall be registered in the System for Award (SAM) database. An offeror not registered or not in possession of a valid SAM registration will be considered no responsive and ineligible for award. Quotes shall be submitted by email only as a MS Word or Adobe PDF document. Quotes are due by 12:00PM 04 March 2015.
