- NASA/GRC has a requirement for a one (1) year service agreement on Hitachi Field Emission Scanning Electron Microscopes; Model Numbers: S-4700-I and S-4700-II NASA/GRC intends to purchase the items from Hitachi High Technologies America, Inc. 1375 N 28th Ave, Dallas, TX75261. Hitachi is the manufacturer; the instruments are extremely complex and only Hitachi trained service personnel can properly service, align and calibrate the intricate systems required to provide precision operation and accurate analysis. Additionally, the service documentation is proprietary and replacement parts can only be supplied by Hitachi. The Government intends to acquire a commercial item using FAR Part 12 and the Simplified Acquisition Procedures set forth in FAR Part 13. The sole source is under the authority of FAR reference 13.106-1(b)1. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on March 6, 2015. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. NASA Clause 1852.215-84, Ombudsman, is applicable.
