- This is NOT a Request for Proposal (RFP), Invitation for Bid (IFB), or a Request for Quote (RFQ). This notice is to make industry aware of a future requirement and is for informational purposes only. CONTRACT INFORMATION: 01. AE services are required for an IDC to provide professional engineering services for numerous Army Corps of Engineers projects throughout the Great Lakes region. It is anticipated the majority of the work will be performed at various project sites within USACE Buffalo's area of responsibility, but could include services within the Great Lakes and Ohio River Division Boundaries. 02. This will be a partial small business set-aside procured under North American Industry System (NAICS) code 541330, Engineering Services. The Small Business Size Standard for this code is $15,000,000. 03. It is anticipated that the future solicitation will result in two (2) Unrestricted Indefinite Delivery/ Indefinite Quantity (ID/IQ), Single Award Task Order Contracts (SATOCs), and two (2) Small Business ID/IQ SATOCs. Selection of Architect-Engineering (AE) firms is not based on competitive bidding procedures, but rather upon an evaluation of professional qualifications of the offeror, in accordance with the Brooks Act and FAR Part 36.6. The offeror will be required to submit a SF330 at the appropriate time. Multiple awards will be made from the future solicitation to a combination of Unrestricted and Small Business firms. It is anticipated that the total IDC value of a resultant award will be $10,000,000. Each Unrestricted SATOC award will have a $3,000,000 value, and each Small Business award will have a $2,000,000 value. The contracts will be awarded with a not to exceed five (5) year ordering period. Labor rates will be negotiated prior to the award of each SATOC for each 12-month period. Individual Task Orders will be negotiated to obtain a fair and reasonable price and result in a firm fixed price award. The contractor may be required to work on multiple task orders simultaneously over the life of the ID/IQ. GENERAL WORK REQUIREMENTS 1.01. Character and Extent of Services. The Architect-Engineer (AE) shall perform all or part of the services described in TECHNICAL REQUIREMENTS and more specifically identified in Task Orders, when and as ordered in writing, by the Contracting Officer during the period of the contract. Work is expected to fall in the general categories of Toxic Substances and Areas of Concern; Invasive Species; Nearshore Health and Nonpoint Source Pollution; Habitat and Wildlife Protection and Restoration; Ensure climate resiliency of GLRI-funded projects; Promote Great Lakes-based ecosystem education and stewardship, with a focus on educator training; Support a science-based adaptive management approach for Great Lakes Restoration Initiative (GLRI); Communication, and Partnerships; NEPA documentation, conducting environmental impact analysis, cultural resource/archeological investigations and impact analysis, and wetland/stream design for mitigation. It is anticipated that the majority of the projects will involve studies, technical investigations, the evaluation of potential alternatives, consultations, comprehensive planning, program management, conceptual designs, and other related services in support of GLRI or other Civil Works projects. The majority of the work will be performed at various project sites throughout the Great Lakes region but could include services within the Great Lakes and Ohio River Division Boundaries. The general procedural guide for assignment of work and performance of work under this contract is as follows: (a) AE will be furnished a Scope of Services for each Task Order and requested to submit a proposal based upon the items listed in a Bidding Schedule. The proposal shall reflect the professional disciplines and the number of hours required for each discipline to perform the work. (b) AE's proposal will be reviewed and if necessary, the professional disciplines and the number of hours required to perform the work will be negotiated. (c) A Task Order (DD 1155) will be issued based upon the agreed-upon amount. The Task Order will include a description of services to be performed; the end products expected by the Contracting Officer and required completion date. (d) Prior to the initiation of work the AE will prepare a Project Management Plan (PMP) or Work Plan (WP), as indicated in the Scope of Services. The PMP or WP is requested to inform the stakeholders of the activities that will take place and the time frame when they will be performed. A second purpose of the PMP or WP is to help to efficiently manage the available resources. The PMP or WP shall include the following: • The proposed schedule to perform the work. • The names and qualifications of contractor personnel who will be conducting the work. • Description of all activities that will take place at the site, the personnel, equipment, and contracted services requirements of the project, and the methods and procedures to be used. • Services required from the Government, if any. • Quality Control Plan (see 1.02) • Health and Safety Plan (see 1.03) (e) During the prosecution of the work, the AE shall provide adequate professional supervision to assure accuracy, quality, completeness and progress of the work. The AE shall utilize, at a minimum, the professional disciplines indicated in its proposal to accomplish the work. 1.02. Quality Control. The AE shall be responsible for Quality Control or quality assurance as required (e.g. subcontractor work). The AE shall perform their Quality Control procedures in accordance with in accordance with current USACE procedures found in EP 715-1-7. The AE's Quality Control Plan procedures shall include as a minimum: (a) Quality Control Plan (Submitted to COE) (b) Qualified staff performing the work. (c) Checks and reviews throughout the planning process (d) Independent Technical Review (ITR) conducted by senior, technically qualified professionals, who have not been directly involved with product development. (e) Documented TR comments and comment responses (Submitted to COE) (f) AE Statement of Technical Review (Signed and submitted to COE). The AE shall submit a Quality Control Plan outlining the quality control/quality assurance procedures to be utilized during the execution of the work. The Quality Control Plan shall address individual work items in detail, and shall be a continuous process through the execution of the work. The Quality Control Plan shall be submitted in electronic format showing specific work items, schedules and estimated costs for those items. The AE shall provide redline markups and/or a comment/response package. An example of the Consultant's ITR document (Statement of Technical Review) will be provided with individual scopes of work. 1.03. Safety Standards. The AE shall take steps to protect against personal injury and damage to property. (a) The AE shall submit a site specific Health & Safety Plan for all field activities or similar activities that extend beyond the traditional office environment. The purpose of the HSP is to establish requirements and procedures to protect the health and safety of investigative personnel and the nearby public. The HSP must be prepared in accordance with the most current version of the US Army Corps of Engineers Safety and Health Requirements Manual, EM 385-1-1. (b) When performing work, the Architect-Engineer shall comply with all applicable provisions of the latest version of the Corps Safety Manual EM 385-1-1, all OSHA standards, all requirements stated in the National Electric Fire Code, all rules and regulations issued by the National Fire Protection Association covering storage and use of flammable mixtures or material which might constitute a fire hazard, and any other Army and Installation regulations concerning safety, sanitation, security, etc. (c) If at any time during the progress of this contract, any government or private property is damaged or destroyed, it shall be the Architect-Engineer's responsibility to promptly restore those items to their original condition at no cost to the government. (d) The Architect-Engineer is responsible for the storage and disposal of all trash and waste material generated through his work. (e) The Architect-Engineer shall report all spills, regardless of quantity, to the Corps of Engineers. Reports shall be made by telephone immediately following the incident and followed up with a written report no later than 5 days after the incident. The written report shall include the type of substance spilled, location of incident, clean up procedures, disposal procedures, and any personnel injuries. The AE shall clean up any and all spills in a timely manner which satisfies Federal, State, and local laws and regulations and dispose of this material at no cost to the government. This does not relieve the Architect-Engineer from required reporting to Federal, State and local regulatory authorities. (f) The A-E shall notify the Buffalo District Project Manager immediately upon encountering any material suspected of containing asbestos or PCB's. 1.04. Antiterrorism/operations security Standards. The AE shall comply with antiterrorism/operations security requirements as defined in each individual task order. 1.05. Submittals. The Architect-Engineer will submit for approval the documents detailed in specific task orders. The specific scope of work will define: the nature of the submittals required from the Architect-Engineer (Reports, drawings, specifications, cost estimates, test results, etc...), the reviewing parties involved with authority to comment on the submittal, and the distribution of copies indicating number of copies to be submitted to different parties. (a) Unless otherwise indicated in the task order scope of work, all submittals must be sent by second day traceable delivery mail. (b) The Architect-Engineer must consolidate all comments generated by the approved reviewing parties. Consolidation is achieved by either accepting the comment as proposed or, in case of conflict, reaching an agreement with the reviewer. The Architect-Engineer must then incorporate all comments into the documents and resubmit them for final approval alongside with the consolidated response to all comments. (c) All final reports are to be submitted in both hard copy and electronic format on CD-ROM. Narrative report sections will use Microsoft Word 2007® as a native format. Tables in the report may be developed with Microsoft Excel 2007®. General figures, maps, drawings, and photos in the deliverables must be submitted in Microsoft® compatible files (in either.TIF,.GIF, or JPG formats, or as Powerpoint®.PPT files) (d) In addition to the native format, the final report must also be provided in Adobe Portable Document Format (.pdf) as one complete file including all figures, maps, drawings, photos, etc. In the case of large reports, the appendices can be provided as one.pdf file separate from the narrative.pdf file. This format is a standard adopted by governments and enterprises worldwide for electronic document exchange that preserves document integrity so files can be viewed and printed on a variety of platforms. The security setting for.pdf files should be set to "No Security." Any documents made part of the final hard copy report that were not produced electronically shall be scanned into.pdf files. The scans shall be 1-bit black/white 300 dpi OCR quality for non-color documents or 24-bit color 300dpi for color documents, figures, maps, or photos. 1.06. Official Guidance and Instruction. Official guidance and instructions that pertain to either the interpretation of this contract or the performance of work described herein will be provided solely by the Buffalo District's Contracting Officer, his/her Authorized Representative, or the assigned Project Engineer. No other military or civilian personnel possess the authority for providing official guidance or instruction. 1.07. Meetings. Progress and review meetings will be held as indicated in the task order scope of work. The AE will prepare the minutes of meetings and will provide copies to the Buffalo District and all attendees within 10 days of the meeting. 1.08. Confirmations. The Architect-Engineer shall provide confirmation notices of all verbal instructions, telephone conversations, conferences, etc., relating to this contract. These records shall be dated and shall fully identify participating personnel, subject discussed, and any conclusions reached. Notices should be submitted to the Buffalo District within 5 days. 1.09. Supplies, Tools, Equipment, and Consumables. (a) Supplies - Minor supplies and other items that may be included in the company's overhead shall not be charged to individual task orders, unless the nature of the job requires substantial quantities of one particular item. (b) Tools - Basic general purpose tools like sampling bowls and spoons, flashlights, marking cones, protecting barriers, folding tables, buckets, and other similar items shall not be charged to individual task orders. (c) Equipment - Use of equipment shall be priced at their rental rates. The contractor shall include in the task order proposal a justification of the unit price proposed. This can be done either by referencing a rental source or by including the rationale used to derive the price. 1.10. Media and Stakeholder Inquiries. Due to the inherent nature and potential source of funds, some projects may be the subject of special public and congressional interest. All publicity must be handled through the appropriate Corps District's Public Affairs Office or other designated representative. TECHNICAL REQUIREMENTS 2.01. General. Capability must be exhibited in these areas: water resource planning; economic analysis; archeology and cultural resource investigation; preparing NEPA compliance documents; sediment transport and water quality modeling; landscape architecture and community planning; technical report writing; preparation of habitat restoration and/or mitigation plans; geospatial data management and analysis; and remediation strategies for contaminated sediment. 2.02. Specific areas of expertise must include the following: • Database management and interface design, implementation and maintenance. • Completion of feasibility reports/studies and similar decision documents for the purpose of recommending a project for implementation consistent with the U.S. Water Resource Council Principles and Guidelines and ER 1105-2-100 (planning Guidance Notebook). • Watershed studies and perpetration of watershed management plans. • Implement watershed management projects in urban areas that have adopted a watershed strategy. • Ecosystem restoration, including the formulation and design of alternative measures/plans; evaluation of restoration benefits; and cost evaluation. • Delisting areas of concern for beneficial use impairments. • Monitoring and Adaptive Management Planning. • Aquatic Plant and Invasive Species Control. • Incremental Cost and Cost Effectiveness analyses. • Hydrodynamic modeling to aid in the understanding of the transport of constituents introduced to the aquatic system (i.e. phosphorous) and support the evaluation of best management practices. • Surface water modeling using HEC and other common models for the purpose of evaluating steam flows and surface water elevations. • Implement agricultural practices or other nutrient reduction practices • Geospatial data management and analysis. • Database management and interface design, implementation and maintenance. • Collection of physical baseline data including, but not limited to, soils; vegetation; fish and wildlife populations; water quality; and sediment. • Bathymetric and topographic surveys. • Structural stability analyses related to dams and other water control structures. • Human Health and Ecological Risk Assessment. • NEPA compliance, including environmental impact analysis, and wetland/stream design for mitigation. • Social impact analysis. • Cultural resource/archeological investigations and impact analysis. • Public involvement programs including consultation, coordination and facilitation. • Landscape architectural planning, design and drawings. • Landscape design and native plant material plans. • Architectural renderings. • Master Planning. • Economic impact studies. • Risk and uncertainty analysis. • Resource and market surveys and studies. • Program and project management plans. • Visual information resource analysis. • Preparation of conceptual designs, plans and specifications. • Mathematical programming (linear programming, genetic algorithm, GAMS, C-plex, and other solver and optimization techniques). 2.03. The AE shall pursue a comprehensive interdisciplinary professional team approach in executing this contract. 2.04. The AE shall follow procedures outlined in various engineer regulations (ER), engineer pamphlets (EP), and engineer circulars (EC) when conducting planning and technical work. Typically Task Orders will identify the primary ERs, EPs, and ECs governing the work that is to be accomplished by the AE. The AE should assure the Contracting Officer Representative (COR) that no conflict of interest exists as a result of the AE's involvement in any funded program or project that may hinder the AE's unbiased identification, formulation and evaluation of project measures, alternatives and/or features. The AE shall be responsible for technical accuracy and completeness of all products furnished under this contract. The AE shall without additional fee, correct or revise any error or deficiencies found in submitted documentation. A statistical basis for data collection and analysis shall be used where possible and documented for reference and future comparison studies. Both metric and English system will be referenced when reporting environmental and other appropriate studies. Rationale or strategies based on the AE's expertise, subjectivity, and the consensus of the professional disciplines shall be identified and recorded in submitted documentation. The AE shall utilize current State (as applicable) and Federally-accepted standards/protocols in data collection analysis and evaluations. 2.06. The AE shall prepare memoranda for record of all telephone conversations, personal contacts, and meetings, relating to the performance of this contract, and promptly submit two copies of each memorandum to a representative designated by the COR. Copies of pertinent correspondence received by the AE will also be furnished to the designated representative. 2.07. The AE shall obtain all necessary permits, licenses, and approvals from Federal, State, and local authorities required for conducting work under this contract. The AE may be required to obtain necessary rights-of-entry to both public and private property designated as necessary to accomplish tasks in the scope of work. SOURCE SELECTION 3.01. Contracts resulting from a future solicitation will be awarded using the procedures set forth in FAR 36.602. The anticipated selection criteria for evaluation will be Specialized Experience and Technical Competence in regards to the character and extent of services identified above; Professional Qualifications; Capacity of the firm; Past Performance; and Knowledge of the geographical location that the work will be performed. For the Unrestricted pool, any offeror selected for award will have to comply with FAR 52.219-9 and provide and acceptable subcontracting plan. SOLICITATION INFORMATION 4.01. The official solicitation, when posted, will be available free of charge by electronic posting only and will only be available at Federal Business Opportunities website, http://www.fbo.gov. Paper copies of the solicitation will not be issued. Telephone and Fax requests for this solicitation will not be honored. Project files are Portable Document Format (PDF) files and can be viewed, navigated, or printed using Adobe Acrobat Reader. Contractors are required to register at the Federal Business Opportunities website at http://www.fbo.gov. Solicitation Amendments, if/when issued, will only be posted to the Federal Business Opportunities website for electronic downloading. This will be the only method of distributing the solicitation and any amendments by the Government prior to closing; therefore, it is the Offerors responsibility to check the website periodically for any amendments to the solicitation. 4.02. Offerors shall have and shall maintain an active registration in the System for Award Management (SAM) database at http://www.sam.gov to be eligible for a Government contract award and to continue to do business if selected for award. If the Offeror is a Joint Venture (JV), the JV entity shall have valid SAM registration in the SAM database representing the JV as one business/firm/entity. If at the time of award any Offeror is not actively and successfully registered in the SAM database, the Government reserves the right to award to the next highest rated Offeror. 4.03.
