Description
PERFORMANCE WORK STATEMENT FOR The United States Marine Corps (USMC), Marine Corps Systems Command (MARCORSYSCOM), Armor and Fire Support Systems (AFSS), Product Manager Radar Systems (PdM RS) is issuing this Request for Information (RFI) as a means of conducting market research to determine potential sources having the skills and capabilities necessary to address the specific requirement described in the attached draft Performance Work Statement (PWS). All interested parties are invited to provide information in response to this RFI. PdM RS has the requirement to maintain and update AN/TPS-59A(V)3 Radar System software through the anticipated item exit date of 2025. For background, the AN/TPS-59A(V)3 Radar System software was developed by the system's Original Equipment Manufacturer (OEM), Lockheed Martin Corporation, who maintains proprietary rights in the Computer Software Configuration Items (CSCI) within the software. The Software has been maintained and updated exclusively by the OEM since system inception. While a top level architectural view and description of the Radar System software is provided in Appendix A, the Marine Corps lacks the necessary technical data rights in this software to be able to make it available to another contractor for purposes of providing the required services. Maintenance and updates are required to incorporate Information Assurance Vulnerability Alerts (IAVA)and problem fixes. Additionally, updates may be required to integrate hardware changes approved in response to Diminishing Manufacturing Sources and Material Suppliers (DMSMS). Interested parties are encouraged to submit the following information: (1) Capabilities Statement: Describe your existing capabilities, knowledge, and experience related to the specific requirements described in the attached PWS, identify any significant subcontracting or teaming necessary to deliver the required capabilities. (2) Synopsis of your organization's approach to achieve the specific requirements described in the attached PWS, and how you would use the performance metrics provided to drive success. (3) Rough order of magnitude estimate covering the first year of estimated work to achieve the requirements listed in sections 3.1, 3.2, and 3.4 of the attached PWS. (4) Rough order of magnitude estimate of cost and time to develop, integrate, test, document and field a technical solution to a notional Class I Engineering Change Proposal (ECP) that impacts an estimated 5000 Effective Source Lines of Code (ESLOC) within a CSCI consisting of 50000 ESLOC, per the requirements defined in section 3.3 of the attached PWS. Assume that the notional CSCI is proprietary to the OEM and the source code is not available. Additionally, interested parties are encouraged to submit responses to any or all of the following questions regarding the draft PWS. (1) What parts of the PWS are unclear to you? What parts would be difficult to price? (2) What recommendations do you have to clarify the requirements of this PWS? (3) Which requirements are the major cost or price drivers? (4) What information or type of information, if any, would assist you in writing a technical or price proposal? (5) What Government Furnished Material would you require for successful performance of the required tasks? (6) What recommendations do you have regarding increased efficiency or effectiveness of processes for software maintenance? (7) What recommendations do you have on ways to phrase the requirements within the PWS to better promote competition? Questions: Questions regarding this announcement shall be submitted only in writing by e-mail to the Contract Specialist listed below. Telephone inquiries will NOT be accepted or acknowledged. Submission Instructions: Interested parties who consider themselves qualified to perform the specific requirements described in the attached PWS are invited to submit a response to this notice in Microsoft Office or Adobe compatible format. Responses are limited to thirty (30) pages including cover, addendums, and administrative pages, and shall be delivered using 10 point font or larger. The maximum size of an email, including all attachments, which the MARCORSYSCOM e-mail server can accept is 5 megabytes (MB). Respondents may choose to send their response in separate emails if necessary to remain within this limit. If separate e-mails are provided, include a statement identifying them individually and noting the number of expected e-mails (i.e. 1 of 3). Respondents are encouraged to remove excess graphics from their response to ensure email remain under the file size limit. The Government recognizes that respondents may include proprietary information and data in their response and instructs that any such data should be clearly marked and included in a Proprietary Addendum to the non-proprietary information. The Government intends to provide this information to their support contractor, General Dynamics Information Technology (GDIT) for analysis and review, but will otherwise protect the information from dissemination. Respondents should separately contact GDIT to execute any necessary non-disclosure agreement and provide a copy of the executed document with the response. Additionally, in their response to the contract specialist, interested parties are requested to provide the following information: (1) Organization name, address, cage code, point of contact, e-mail address, telephone number. (2) Indicate business size standard (NAICS Code) and type of ownership for the organization, (i.e., large, foreign, small disadvantaged, veteran owned, minority owned, etc.) Response Deadline: Responses are requested no later than 03 April 2015. Responses shall be submitted only to the Contract Specialist, Mr. William R. Waggoner, via email at William.r.waggoner1@usmc.mil. Please note that telephone replies will NOT be accepted or acknowledged, and no feedback or evaluations will be provided to organizations regarding their submissions.
