Description
The Army Contracting Command - Aberdeen Proving Ground intends to solicit on a limited source basis under the statutory authority permitting Other than Full and Open Competition 10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements to BAE Aerospace & Defense Group, Inc., 7822 S. 46th St., Phoenix, AZ 85044 and Ceradyne, Inc., 3169 Red Hill Avenue, Costa Mesa, CA 92626 for the procurement of additional Vital Torso Protection (VTP) plates. The additional VTP plates will be executed via a modification by adding an additional contract line item number for each of the four plate variants with a total estimated value of $80 million. Each of the four plate variants will only be purchased from the vendor that is able to achieve the greatest weight reduction and meet ballistic protocols. This notice of intent is not a request for proposals or quotations. Requests for copies of a solicitation in response to this notice will not be honored or acknowledged. A determination by the Government not to compete this proposed action based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether conducting a competitive procurement is in the best interest of the Government. Interested parties may identify their capabilities by responding to this requirement, no later than 3:30 pm EST, 17 March 2015. All information submitted should support the offeror's capability to provide the items required, and shall be furnished at no cost or obligation to the Government. Responses must be in writing and must provide clear and concise documentation indicating an offeror's bona fide capability to provide these items. Verbal responses are not acceptable and will not be considered. Responses shall be submitted via email to George.b.hubbard5.civ@mail.mil.
