- This solicitation is for two services in one requirement: The services will be set aside as 100% Small Business competitive. Service Disabled Veteran Owned are highly encouraged to apply. No large companies need apply. Anticipated Period of Performance (POP) will be 3 years to include a base year and two option years from the date of award. Equipment Services - Performance Work Statement (PWS) Performance Work Statement for Maintenance on Instrumentation for EA-Waterworks 1. The contractor shall perform Preventative Maintenance (PM) services of federally owned water treatment and wastewater treatment plant instrumentation as described below 1.1. The Contractor shall provide all necessary maintenance, labor (including travel time), documentation, and repair parts, maintenance supplies (charts, pens, chemical reagents, etc.), tools and test equipment, transportation and other related services to maintain all equipment in accordance with manufacturer's recommendations. 1.2. Routine maintenance shall be performed within the principle period of maintenance 0800 hours to 1630 hours, Monday through Friday. 1.3. Emergency services for equipment essential to compliance with discharge monitoring report shall be provided 24 hours a day 7 days a week. Calls for emergency service will be placed by the Contracting Officers Representative (COR). Contractor shall furnish the name and telephone number(s) for required 24/7 service contact. 1.4. All services under this contract are to be performed in accordance with original equipment manufacturer procedures, without unnecessary delays or interference with government function. The Government will provide original equipment manufacturer manuals and/or information regarding the service required for the equipment or if not available the contractor shall obtain and provide at time of service to COR. 1.5. Contractor shall provide technical personnel, ISO 9001 certified to work on the plant instrumentation identified below. Contractor personnel shall have a minimum of 5 years experience in performing maintenance and repair services on the equipment specified. Provide COR with training certification. Resume(s) are required at the time of quote submittals. 1.6. Contractor shall provide resumes and references of all personnel performing services under this contract to assure proposed personnel have required qualifications/ Changes in personnel shall be submitted in writing with corresponding resumes to COR. 1.7. Contractor personnel shall report to the on duty plant operator prior to and upon completion of maintenance and/or repair services. 1.8. Contractor shall provide PM inspections in accordance with manufacturer's specifications including (1) complete inspection of instruments, (2) cleaning, (3) lubrication, (4) adjustments, (5) replacements of parts necessary and (6) calibration and testing for proper operations. 1.9. Scheduled PM services shall be provided weekly. 1.10. Calibration shall be performed on-site and include all actions to completely test and calibrate the product to original product specifications. 1.11. Equipment being serviced shall receive all maintenance to incorporate engineering updates which ensure performance to original specifications. 1.12. After notification by the COR that maintenance is required, the contractor personnel shall arrive at the work site and begin repairs within 24 hours. Contractor personnel shall accomplish repairs within 2 working days after arrival (weekends and federal holidays excepted). 1.13. Should the contractor be unable to repair any part within the allowable 2 working days (weekends and federal holidays excepted), the contractor may authorize manufacturer personnel, as a subcontractor, for resolution of the problem, at no additional cost to the Government. 1.14. Downtime for each item failure shall be measured by those intervals between the time the Government makes an attempt to contact the contractor's representative at the prearrange contract point and the time that the item is returned to good operational condition. Travel time will be included in the calculation of downtime. 1.15. The contractor, with approval from the Contracting Officer, may be allowed to repair equipment at the contractor's facility if the remedial services is so extensive that it cannot be accomplished at the Aberdeen Proving Ground (APG) site. The contractor shall be responsible for all charges incurred as a result of relocating the equipment and shall reimburse the government for any equipment that is damaged while in transient to and from the contractor's facility. At the request of the COR the contractor shall provide the Government loaner equipment to temporarily replace the equipment being repaired. Repairs performed at the contractor's facility shall not exceed 30 days. 1.16. Government will provide as available complete set of all documentation, schematics, hardware and software manuals, diagnostic routines and any other aids for the equipment listed. All documentation, schematics, hardware and software manuals, diagnostic routines and aids in the possession of each individual government activity will be made available to the contractor for use at the equipment site. 1.17. Any other documentation necessary to perform maintenance under this contract shall be furnished by the contractor and labeled as contractor property, whose property it shall remain. 1.18. the contractor shall maintain an inventory of spare and repair parts and such tools and instruments as recommended by the by the original equipment manufacturer as necessary to properly and efficiently maintain the equipment for the life of the contract. Provide COR a copy of inventory 60 days after contract award. 1.19. Replacement of worn or defective parts shall be at no additional cost to the government except when damage is caused by neglect of government. Only new standard parts shall be used in repairs. Parts removed for replacement shall become property of the contractor. 1.20. The contractor shall prepare and maintain complete records on all equipment maintained under this contract and provide copies to COR. The records shall be available for review by the government during contract performance. A service report shall be prepared by the contractor and submitted to the COR for each maintenance call immediately upon completion of service and prior to departure from APG. This report shall include as a minimum (1) date and time notified, and date and time of arrival, (2) nomenclature, model and serial number of equipment (3) location (4) description of malfunction, (5) description of services performed (6) parts replaced and cost of parts replaced (7) signature of contractor representative, and (8) signature of COR. The data on the costs of parts is solely for administrative purposes. All costs for repair parts shall be incorporated in the fixed price monthly service rates. A copy of the report shall be provided to the COR. The contractor shall obtain inspection and acceptance of all maintenance from COR. 1.21. The contractor shall not exchange equipment without written consent of the COR. The Contracting Officer shall be notified when this service would affect a change in the serial number listed in the scope of work. 1.22. Maintenance service shall not include repair of damage resulting from accident, unless caused by the contractor, transportation between sites, neglect, misuse, and failure of electrical power or cause other than ordinary use. 1.23. Maintenance service shall not include electrical work external to the equipment. 1.24. The contractor shall ensure that all OSHA Standards applicable to that which parts, equipment and supplies is being is being purchased. 1.25. During the contract period, the Government may, at its option, add additional items similar to those listed, or may discontinue the service on any item. Payment for such additions or deletions shall be pro-rated on the basis of 1/12th of the annual bid/offer price for each full month, plus 1/30th of the monthly rate for each day. 1.26. For items that require replacement the contractor shall provide the COR quotes from three separate suppliers prior to approval. Lab Services - Sampling and Analysis of Water and Wastewater Services 2.0 General Requirements The contractor, as a Maryland State Department of the Environment (MDE) approved certified laboratory with Discharge Monitoring Report-Quality Assurance certification (DMR-QA) shall provide all labor, supervision, tools, materials, equipment, transportation and management necessary to provide sampling and analysis of water and wastewater services at the WWTP at APG, in accordance with the PWS. The contractor, as an independent contractor and not as an agent of the Government, shall provide the necessary resources to accomplish the tasks of the type set forth herein. Contractor employees performing work under this contract shall be controlled, directed and supervised at all times by management personnel of the contractor. The contractor's management shall ensure that employees properly comply with the performance standards outlined in this PWS and as required by the Contracting Officer (KO) or the COR. Contractor employees shall perform independent of, and without the supervision of, any Government official. Actions of contractor employees shall not be interpreted or implemented in any manner that results in any contractor employee creating or modifying Federal policy, obligating the appropriated funds of the U.S. Government, overseeing the work of Federal employees, or providing direct personal services to any Federal employee. The Government shall control access to the facility and shall perform the inspection and acceptance of completed work and tasks. The contract relationship shall be directly between Army Contracting Command - Aberdeen Proving Ground (ACC-APG), Garrison Division, the COR and the contractor. If the contractor receives requests for services beyond the PWS, the contractor shall notify ACC-APG, Garrison Division through the COR for direction before acting on the requests. All correspondence shall be sent through the COR to the ACC-APG, Garrison Division. 3.0Tasks 3.1The contractor shall turn on the influent, Primary, Tricking Filter/MBBR, and Effluent Composite Samplers twice a week. Timing of sampling shall be coordinated through the COR. 3.2. The contractor shall collect samples from the four (4) Composite samplers twice a week on every Monday and Wednesday. 3.3. The contractor shall maintain, calibrate, clean, replace tubing and provide overall service to the four (4) composite computerized samplers on a as needed basis to be determined by test results and consultation through the COR. 3.4. The contractor shall keep the filters, strainers, sampler tubing and composite bottles in a clean and operational condition. Cleaning requirements will be determined by obtaining acceptable test results and through coordination with the COR. 3.5. The contractor shall maintain daily temperature and maintenance logs at four sampling buildings. A copy of the log will remain at each location and monitored for compliance by the COR. 3.6. The contractor shall sample and analyze for Most Probable Number (MPN) bacteria on Tuesday and Wednesday by the grab sampling method. 3.7. The contractor shall analyze all four (4) sample points (Influent, Primary, Trickling Filter/MBBR, and Effluent) for Biological Oxygen Demand (BOD), Total Kjeldahl Nitrogen (TKN), Ammonia, Organic Nitrogen, report total Nitrogen, Nitrates, Nitrites, Total Suspended Solids (TSS), Fecal Coliform, pH, Ortho Phosphorus, and Total Phosphorus and give verbal results for any test above permit limits within 48 hours of sampling to the Plant Superintendent followed by written results to the COR in 72 hours. The contractor shall coordinate with the Plant Superintendent and COR to analyze and discuss actions required in order to prevent potential permit violations. 3.8. The Government will collect and maintain copies of the daily operator's logs separate from the temperature and maintenance logs. 3.9. The contractor shall provide, on a monthly basis, DMR report(s) summarizing the results of all permit analysis from the effluent as well as calculating flows, Pounds, etc., as required by Maryland State Regulators. The monthly DMR report shall be due to the COR by the 15th day of the month (or last working day prior to if a weekend/holiday) following the month for which the report is generated. The contractor shall also provide a monthly process control calculation report to the COR at the same time as the DMR report submission. 3.10. The contractor shall have a valid Blind Studies (as required by the DMR-QA) and submit results to the COR 10 days after contract award. 3.11. The contractor shall perform monthly sludge analysis for Total Solids and Volatile solids of samples taken from #1 digester and #2 digester. Timing of this analysis is to be coordinated through the COR. 3.12. The contractor shall provide one per month or 12 per year sample pick up and analysis of bypasses or Overflows due to heavy usage events and/or weather events as required by the National Pollutant Discharge Elimination System (NPDES) permit for BOD, TSS, and MPN. Contractor shall not accept any calls for service except from the Contracting Officer's Representative (COR). Any call received from other than the COR shall be referred to the COR. 4.0 Quality Control The COR will provide project management support and ensure that satisfactory services are provided in accordance a Quality Assurance Surveillance Plan (QASP) which will be provided at the time of award. 5.0 Performance Criteria Normal working hours on Aberdeen Proving Ground (APG) are 7:00 AM to 5:00 PM, Eastern Standard Time (EST), Mondays through Thursday, with alternating Fridays shut down and intermediate Fridays are 7:00 AM to 4:30 PM, except for federal holidays. Unless otherwise authorized, the contractor shall perform during the indicated normal hours. The contractor will not normally be expected to work during federal holidays. Requests to work hours other than those specified shall be submitted no less than 24 hours prior to the time the contractor desires to perform such work. Work related to Task 2.12 is exempt from Section 4.0, Performance Criteria. The following factors will be evaluated to determine offeror's technical acceptability. The offeror must be found technically acceptable in order to be considered for award. A furnished copy of all certificate(s) and any other pertinent supporting documentation shall be submitted with the proposal. Failure to submit proof of qualification for the party actually performing the testing will result in a rating of Technically Unacceptable. 6.1. Proof of Maryland State Department of the Environment (MDE) approved certified laboratory a. The offeror is authorized to submit proof of Maryland State Department of the Environment (MDE) approved certified laboratory of a subcontractor. 6.2. Proof of Discharge Monitoring Report-Quality Assurance (DMR-QA) certification b. The offeror is authorized to submit proof of Discharge Monitoring Report-Quality Assurance (DMR-QA) certification of a subcontractor. Referencing the Scope of Work (SOW) section 1.5 and 1.6 this action requires the following submissions in order to qualify as a solicitor. The contractor must be found technically acceptable and must submit the solicitation package in its entirety in order to be considered for award. 6.3. Current International Organization for Standardization (ISO) 9001 certificate must be submitted. c. The offeror is authorized to submit proof of (ISO) 9001 of a subcontractor 6.4. Submission of a current resume reflecting at least five (5) years experience in the performing of maintenance and repair services on the equipment specified in Technical Exhibit Table - 1-A EA Waste Water Treatment Plant of this solicitation. 6.5. The offeror, if submitting proof of certification(s) by entities other than those that belong to the offeror, shall be in compliance with FAR Clause 52.219-14 Limitations on Subcontracting as stated at http://farsite.hill.af.mil/VFFARA.HTM.
