- Synopsis: The U.S. Army Corps of Engineers, New York District intends to issue an Invitation For Bid (IFB) Solicitation package seeking to award a firm-fixed price contract for the construction of a standard design Unmanned Aerial Vehicle (UAV) Hangar. Work includes an operations and maintenance hangar with shops, company administration, supply space, tool and parts storage, oil/water separator, petroleum, oil and lubricant storage, hazardous waste storage, access apron, runway overrun, taxiway, enclosed aircraft container storage, fire protection and alarm systems, Intrusion Detection System (IDS) installation, Energy Monitoring Control Systems (EMCS) connection, and building information systems. Building information systems for this facility are unique in nature and not included in the unit cost of the building. Supporting facilities include site development, site improvements, utilities and connections, lighting, paving, parking, walks, curbs and gutters, storm drainage, information systems, landscaping and signage. Measures in accordance with the Department of Defense (DoD) Minimum Antiterrorism for Buildings standards will be provided. Facilities will be designed to a minimum life of 50 years in accordance with DoD's Unified Facilities Code (UFC 1-200-02) including energy efficiencies, building envelope and integrated building systems performance. Sustainability and Energy measures will be provided. Access for individuals with disabilities will be provided. Comprehensive building and furnishings related interior design services are required. The project also includes an option that would provide additional cost or cost savings for redesigning and constructing the hangar portion of the building as pre-engineered metal building over the design shown in the plans and specifications. The performance period for the contract will be approximately 545 calendar days from the issuance of the Notice to Proceed (NTP). The project magnitude is between $10,000,000 - $25,000,000. The NAICS CODE is 236220. Make certain that these NAICS Codes is in the System for Award Management (SAM). The procurement strategy will be 100% Small Business Set-Aside for Invitation for Bid (IFB). Anticipate the plans and specifications to be posted electronically on or about 30 January 2015 via the Federal Business Opportunity Website at www.fbo.gov with a bid opening on or about 03 March 2015. Any and all amendments shall be likewise posted. The Solicitation Number is W912DS-15-B-0004. Hard copies will not be available. It is the contractor's responsibility to monitor the FedBizOps web-site (www.fbo.gov for any amendments. Bidders are required to be registered in the System for Award Management (SAM) www.sam.gov. Award will be made to the lowest responsive and responsible bidder. All questions must be submitted in writing via email, fax, or mail to the POC. The media selected for issuance of Synopsis/Solicitation and amendments shall solely be at the discretion of the Government; accordingly, the media utilized for this project shall be the internet. Telephone, email or fax requests for the solicitation will not be accepted or honored. Paper copies of this solicitation and amendments, if any, will not be available or issued. Plans and specifications will NOT be provided in hard paper copy or CD-ROM format. The solicitation and all amendments for this acquisition will be posted on a secure Government website known as www.fbo.gov Once the solicitation is issued, interested parties may download and print the solicitation at no charge from the Federal Business Opportunities www.fbo.gov All vendors who want access to the solicitation must be registered in the System for Award Management (SAM) located at www.sam.gov and www.fbo.gov To keep informed of changes, check http://www.fbo frequently. Lack of registration in SAM will make an offeror ineligible to download the solicitation for award. The Federal Acquisition Regulation (FAR) requires that Past Performance Information (PPI) be collected on DoD contracts. The Contractor Performance Assessment Reporting System (CPARS) is a web-enabled application that supports the completion, distribution and retrieval of all contract performance evaluations.
