Description
The Naval Air Systems Command (NAVAIR), Patuxent River, MD intends to negotiate and award a sole source, Firm Fixed Price (FFP), Delivery Order under Basic Ordering Agreement (BOA) N00019-12-G-0008 with Insitu Inc., 118 E. Columbia River Way, Bingen WA, for the integration of the Cosworth AG engine onto the RQ-21 and modification of two RQ-21 Air Vehicles for ground and flight testing, along with developing the data package to support an Engineering Change Proposal (ECP). Additionally, this delivery order has an option to support a Field User Evaluation (FUE) of the Cosworth AG engine with up to seven additional modified RQ-21 air vehicles. The Government does not own adequate data rights needed to perform this effort. Insitu is the only source that can integrate, operate, and maintain the RQ-21 system. The assigned Federal Supply Code is 1550 due to the preponderance of the work on BOA N00019-12-G-0008 being hardware. The period of performance is anticipated to be 24 to 32 months with an estimated award in fourth quarter FY15. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302. The authority permitting other than full and open competition is Title 10 U.S.C. 2304(c)(1) and FAR 6.302-1, "Only One Responsible Source and No Other Type of Supplies or Services will Satisfy Agency Requirements." This notice of intent is not a request for competitive proposals. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. There is no commitment by the Government to issue a solicitation, make an award or awards, or to be responsible for any monies expended by any interested parties before award of a contract for the effort mentioned above. Information provided herein is subject to change and in no way binds the Government to solicit for or award a contract.
