Description
THIS IS A SOURCES SOUGHT NOTICE ONLY. This is not a request for quotes and no contract will be awarded from this notice. The United States Environmental Protection Agency (EPA) is seeking businesses capable of ranking chemicals for reactivity using the Electrophilic Index to estimate relative rates of adduct reactions. This notice is a request for information from the business community. The Government invites contractors with the capability to provide services capable of linking predictable chemical reactivity-based protein adduct formation to a variety of target organ toxicities: Development of putative adverse outcome pathways (AOPs). The anticipated issuance date of the RFQ is on or about March 17, 2015. EPA anticipates the award of a Firm Fixed Price (FFP) contract with a delivery date of 180 days after EPA submits a list of the 100 chemicals to rank. This notice is a request for information from the business community. The Government invites contractors with the experience and capabilities necessary to meet or exceed the stated requirements to submit a Capabilities Statement Package consisting of appropriate documentation, literature, brochures, and references, following the set format. The Government will not pay for any information solicited. Respondents will not be notified of the results of this evaluation. One of the main functions of this synopsis is to assist the Contracting Officer in determining whether there are businesses that can meet the Government's requirements and if a full and open competition, small business set-aside, or sole source is the appropriate strategy for this procurement. If a full and open competition is ultimately pursued, responses to this synopsis will be used to aid in establishing small business subcontracting goals. Any and all businesses that are qualified to perform this work are encouraged to respond. The North American Industry Classification System (NAICS) number 541380 applies to this requi rement and the small business size standard is $14M. It is requested that interested parties submit a brief Capabilities Statement package. The Capabilities Statement Package for this sources sought notice is not expected to be a proposal, but rather short statements regarding the company's ability to provide a service that matches the Government's specifications. The service's capabilities should match the following specifications: the contractor will rank 100 chemicals for their potential potency to produce hard or soft protein adducts in biological tissue. The US EPA will provide a list of chemicals that are of interest to EPA. Using the supplied list and the chemical literature, the Hard and Soft, Acids and Bases (HSAB) modeling contract will perform the structural analysis necessary to develop HSAB parameters (softness, hardness and electrophilicity) for each substance using quantum mechanical models. This work is expected to provide a sufficient range of chemicals from which selections can be made for hypothesis-testing in future work. The Contractor will also develop plans for quality assurance. The Contractor shall perform the following tasks: provide a quality assurance plan that specifies how the tasks will be completed and documented, perform HSAB analysis and rank chemicals (based on softness, hardness and electrophilicity) that are provided by the EPA, provide EPA with output of HSAB analysis, including a list of chemicals ranked for reactivity in terms of potency, and discuss with EPA the strengths/limitations of the rankings and any confidence limits for the HSAB predictions and rankings. The company's capability statement should provide sufficient enough detail of its services for the Government to make a determination that the service meets the Government's requirement. Interested parties who believe they are capable of providing a service that meets the Government's requirement should provide a description of their company's s ervice and demonstrate how it meets the specifications of the Government's requirement. Respondents must include a company profile, to include company name, office location, point-of-contact information, DUNS number and CAGE Code, and number of employees. Any commercial brochures or currently existing marketing material may also be submitted with the capabilities package. Submission of capabilities statement package is not a prerequisite to any potential future offerings, but participation will assist the EPA in tailoring the requirement to be consistent with industry capabilities. The determination to proceed with full and open competition is solely within the discretion of the Government. Interested parties who believe that they are capable and qualified to provide this service should respond to this announcement by the response date below.
