Description
Savannah River Nuclear Solutions, LLC (SRNS), which manages and operates portions of Savannah River Site (SRS) under a Department of Energy prime contract, seeks expressions of interest from parties, preferably Small Businesses, capable of managing and operating Fire Protection and Emergency Response, the Medical Clinic, and Emergency Management Services. SRS is located approximately 15 miles south of Aiken, SC and is 310 contiguous square miles. The approximate number of personnel at SRS is 10,000. A. Fire Protection and Emergency Response - includes on-the-scene emergency medical treatment of the sick or injured, control and extinguishment of fires, stabilization and control of hazardous materials and emergency incidents, on-scene incident command and control, and continuation of an active fire protection testing, inspection and maintenance program that minimizes property losses and eliminates unsafe conditions. In addition, the Service Provider shall comply with off-site Mutual Aid agreements with local governments and agencies. Annually, the Fire Department and EM teams respond to approximatelyl 750 incidents which involved entry to 2,300 buildings ranging in size from 250,000 SF to 900 SF. Personnel security clearances and participation in the Human Reliability Program will be required to access certain facilities at SRS. Personnel may come into contact with chemical and/or radioactive material. Drivers/Requirements for this scope include 10 CFR 1910, NFPA Codes and Standards, South Carolina EMT regulations, DOE Orders, etc. Price Anderson Amendment Act will apply to these services. Service Provider will provide equipment and fleet support. B. Site Medical - provides occupational medical services for SRS in accordance with the requirements of 10 CFR 851 and other pertinent state and federal regulations (e.g. RCRA, 10 CFR 1046, 707, 712, 835, etc.). Site Medical administers treatment to SRS employees (approximately 8,500 personnel) and selected subcontractors that have an occupational injury, illness or critical health-care issue. The estimated annual number of cases handled by Site Medical is as follows: Surveillance Exams: 3,500 Return to Work/Termination Exams: 3,000 Hire/Re-Hire Exams: 1,100 Non-occupational Injury/Illness Evaluations: 500 Medical updates: 4,900 Drug & Breath Alcohol Tests: 13,000 Laboratory Tests: 8,400 X-Ray/ECGs: 2,200 Service Provider will be responsible for providing facilities and infrastructure needed for operations. C. Emergency Management - program covers emergency planning, procedures, and drills/exercises that enable dedicated emergency response personnel the capability to mitigate an emergency to protect health and/or safety of the surrounding communities, SRS personnel, SRS property, and the environment. This scope includes oversight and operations of the Emergency Operations Center (EOC), Savannah River Site Operations Center (SRSOC), and the Joint Information Center (JIC). Service Provider will provide facility and infrastructure for operations. Expressions of Interest shall be submitted via e-mail to Larry Coffey at lawrence.coffey@srs.gov on or before March 23, 2015. The Expression of Interest must include a statement of qualifications that shall be limited to 10pages (with attachments). SRNS will review these statements of qualification for the purpose of developing a list of parties to receive a request for proposal, if this action advances to that stage of the procurement process. Any resultant request for proposal will not be subject to full and open competition. SRNS will use its best judgment when determining which interested parties should receive any follow-on request for proposal, and the selection of the parties to receive a potential request for proposal will not be based on any set of objective criteria. The basis for award of any follow-on request for proposal will be best value.
