- 2 Mar 15 Consolidated Air Force Satellite Control Network (AFSCN) Modifications, Maintenance and Operations (CAMMO) Solicitation #: FA8823-13-R-0009 NOTICE OF PROPOSED CONTRACT ACTION (NOCA) This announcement serves as notice that the Spacelift Range and Network (RN) Division, Air Force Space Command, anticipates the release of the Solicitation, No. FA8823-13-R-0009, for Consolidated Air Force Satellite Control Network (AFSCN) Modifications, Maintenance, and Operations (CAMMO) Acquisition support on, or about, 17 March 2015. The Government anticipates hosting a Pre-Proposal Conference approximately seven (7) calendar days after the release of the RFP. The closing date for receipt of proposal will be specified in the Request for Proposal (RFP). The RN CAMMO effort will consolidate a number of requirements from three existing contracts: Satellite Control Network Contract (SCNC), Network and Space Operations Maintenance (NSOM) and Engineering, Development and Sustainment (EDS) for factory compatibility testing. This action will provide continued operations and maintenance at AFSCN mission locations, and provide for AFSCN factory compatibility testing for the same systems. The purpose is to maintain the requirement of operational performance for the Air Force Satellite Control Network through a consolidated service of operations, operations and site support, organizational and depot maintenance, sustainment, sustainment modifications, and factory compatibility testing, resulting in reduced Operation and Maintenance costs. This effort will have a 7-year period of performance (1-year base with six 1-year options) and is anticipate to start in FY16. The types of contract CLINs are Fixed Price Incentive (Firm Target)(FPIF) for operations, maintenance, and sustainment (predominate contract type); Firm Fixed Price (FFP) for operating location support services, transition phase out, master data index and library, factory compatibility testing (FCT); Cost Plus Fixed Fee (CPFF) for transition phase in and special studies; Cost Reimbursable (CR) for other direct cost travel, travel for transition phase in and phase out, replenishment spares, stocklisted repairs; and Not Separately Priced (NSP) CLINs for data and reports. The NAICS code is 517410 - Satellite Telecommunications, with an applicable size standard of $32.5M. The product service classification is D - Information technology services, including telecommunications services. An Ombudsman has been appointed to consider and facilitate the resolution of concerns from Offerors, potential Offerors, and others for this acquisition. Before consulting the Ombudsman, concerned parties should first address their concerns, issues, disagreements, or recommendations to the Contracting Officer for resolution.
