Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The Aviation Applied Technology Directorate (AATD) Contracting Division, Army Contracting Command, intends to award a firm-fixed-price contract on a competitive basis in accordance with FAR Part 13.106, Soliciting Competition. The solicitation number is W911W6-15-T-0003. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-80. The applicable North American Industry Classification Standard (NAICS) code is 336413. The small business size standard is 1000. The proposed contract action, a commercial item purchase order in accordance with FAR Part 13, Simplified Acquisition Procedures, is for procurement of one hundred (100) Retransmit Transformer Box Assemblies. The Retransmit Transformer Box Assemblies, which shall include internal circuit cards and exterior housing assembly boxes, will be used for application in UH-60A/L ARC-231 aircraft modifications permitting subsequent integration of critical communication and mission readiness retrofit kits. No other type of assembly will satisfy this requirement. FAR clause 52.209-4, First Article Approval - Government Testing, is incorporated into this synopsis and the following are fill-ins within the clause: quote mark (a) The Contractor shall deliver one (1) first article test unit not later than (NLT) May 1, 2015, to the Government at the Aviation Applied Technology Directorate, 401 Lee Boulevard, Fort Eustis, VA 23604, for first article tests. The shipping documentation shall contain this contract number and the item identification. The characteristics that the first article must meet and the testing requirements are specified elsewhere in this contract. (b) Within 30 calendar days after the Government receives the first article, the Contracting Officer shall notify the Contractor, in writing, of the conditional approval, approval, or disapproval of the first article. quote mark If you wish to participate, the specifications shall be available upon request. Upon acceptance of the first article test, delivery of production units shall be as follows: 5 units NLT 31 August 2015, 5 units NLT 30 September 2015, 5 units NLT 30 October 2015, 5 units NLT 30 November 2015, 5 units NLT 31 December 2015, and 5 units per month thereafter, for a total of 100 units. The Contractor and any subcontractors shall procure parts, materials, and material from original manufacturers or the original manufacturers' franchised distributors, unless approval from the Contracting Officer is granted for alternate sources. Alternate sources shall require authentication of the purchased parts, materials, and materiel. Shipping charges and warranty terms shall be included in the quote. Delivery, Inspection, Acceptance and F.O.B. Point are Destination, Fort Eustis, VA 23604. The provision at FAR 52.212-1, Instructions to Offerors--Commercial Items, applies to this acquisition without addenda.
