SOW - Chemical and Low Level Radioactive Waste Collection, Minimization, and Disposal Services THIS IS A SMALL BUSINESS SOURCES SOUGHT NOTICE REPRESENTING A MARKET SURVEY AND IS NOT A REQUEST FOR PROPOSALS, PROPOSAL ABSTRACTS, QUOTATIONS OR INVITATIONFOR BIDS The National Institutes of Health is conducting a MARKET SURVEY to obtain information regarding: (1) the availability and capability of qualified small business sources; (2) whether they are small business, HUBZone, Service-Disabled Veteran-Owned, 8(a), veteran owned, Women-Owned, or small disadvantaged business concerns; and (3) their size classification relative to the North American Industry Classification System (NAICS) code for the proposed acquisition. Your responses to the information requested will assist the Government in determining the appropriate acquisition method, including whether a set-aside is possible. An organization that is not considered a small business under the applicable NAICS code should not submit a response to this notice. Small business concerns should be capable of providing all management, supervision, labor, materials, supplies, and equipment (except as otherwise provided), and shall plan, schedule, coordinate and assure effective performance of all services. The NAICS code is 562112 - Hazardous Waste Collection. DESCRIPTION OF THE REQUIREMENT : Provide comprehensive chemical, radioactive, and mixed waste management services for the NIH campus located in Bethesda, MD as well as 27 of-campus facilities in Maryland. The contractor shall also operate the Waste Management Facility located in Building 21 on the NIH main campus. The contractor shall be responsible for managing and providing on-site, comprehensive waste management services for the collection, transportation, and disposal of chemical radioactive and mixed wastes generated by the NIH. The contractor shall be responsible for providing sufficient experienced, qualified personnel, equipment, vehicles, and management support necessary to successfully provide the full spectrum of waste management services required. Major required services include the collection, receiving, processing, packaging, shipping and disposal of chemical, radioactive and mixed waste. The contractor shall be responsible for arranging all recycling and disposal of waste generated by NIH including transportation to disposal facilities by transporters. There is significant electronic data tracking required for all of the waste management activities. The contractor shall also be responsible for performing treatment of chemical, radioactive, and mixed waste at the Waste Management Facility as allowed by the Part B permit and NRC License. Treatment includes but is not limited to chemical oxidation of mixed waste, neutralization of corrosive waste, and activated carbon treatment of aqueous radioactive waste. Other significant contractor responsibilities include on-site analytical testing as required by regulatory permits and licenses. See the attached Draft Statement of Work. POTENTIAL SOURCES SHALL PROVIDE THE FOLLOWING INFORMATION IN THEIR RESPONSE: 1) Company name, address, phone number, primary contact(s), e-mail address, NAICS code(s), business size (i.e., small/large, SDB, DB, 8(a), etc.) and DUNS Number. 2) Provide three copies of a Statement of Capability that demonstrates the offeror's past performance in providing all management, supervision, labor, materials, supplies, etc., as described above. Please include the following: a. staff expertise including their availability, experience, and formal and other training; b. current in-house capability and capacity to perform the work; c. prior completed projects of similar nature; d. corporate experience and management capability; and e. examples of prior completed Government contracts, references, and other related information. Interested firms with the appropriate level of resources, experience and expertise are encouraged to respond to this notice. The levels of required resources, experience and expertise are as follows: 1. Experience in operating a RCRA TSD facility for a customer that includes performing on-site treatments. This work requires a high level of staff expertise including but not limited to an expert knowledge of hazardous waste and Clean Water Act regulations. 2. Experience in operation of a NRC licensed waste management facility that includes performing on-site treatments. This work requires a high level of staff expertise including but not limited to an expert knowledge of radioactive waste and Clean Water Act regulations. 3. Experience and expertise in collecting, receiving, packaging, shipping, and disposing of hazardous waste for a single customer in quantities similar to the estimated 270 tons of hazardous waste processed and shipped annually from the NIH. Approximately 300 shipments of hazardous waste are required annually. This level of service requires extensive resources including but not limited to an extensive trucking and routing system that can efficiently deliver NIH hazardous waste to designated disposal facilities across the nation; available staff with a high level of expertise in DOT and hazardous waste regulations to ensure compliant packaging and shipping; and an experienced staff capable of operating this type of routing system. 4. Experience in collecting, receiving, packaging, shipping and disposing of radioactive and mixed waste for a single customer in quantities similar to the estimated 190 tons of radioactive and mixed waste processed and shipped annually from the NIH. Approximately 500 shipments of radioactive and mixed waste are required annually. This level of service requires extensive resources including but not limited to an extensive trucking and routing system that can efficiently deliver NIH waste to designated disposal facilities across the nation; available staff with a high level of expertise in DOT and radioactive waste regulations to ensure compliant packaging, and shipping; and an experienced staff capable of operating this type of routing system. 5. Experience performing on-site electronic tracking of the types and quantities of waste management activities described. 6. Experience performing waste analyses services for chemical, radioactive and mixed waste. This experience requires staff with an expert knowledge in chemistry and radiation physics plus expert abilities to operate the complex, specialized analytical equipment. 3) Submit three copies of Capability Statements and any Comments/Questions/Suggestions by 3:00 p.m., March 17, 2015 to: National Institutes of Health, Office of Research Facilities, Office of Acquisition, ATTN: Mary Grasson, Building 13 Room 2E48F, 9000 Rockville Pike, Bethesda, MD 20892.
