- ATTACHMENT 0002, DRAWINGS, 7 PAGES ATTACHMENT 0001, DRAWINGS, 4 PAGES THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6, AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTES ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. The Request for Quotation (RFQ) number is 15-01190. This synopsis/solicitation constitutes a RFQ and incorporates provisions and clauses in effect through Federal Acquisition Circular 2005-78. The National Oceanic Atmospheric Administration (NOAA), National Data Buoy Center (NDBC), Stennis Space Center, MS, requires Bottom Pressure Recorder (BPR) platform assemblies and BPR Anchor Weldment DARTs. The required delivery date is April 1, 2015. This is a 100% total small business set-aside. The NAICS code for this requirement is 332313, with a small business size standard is 500 employees. The FSC is 3439. Item 0001, Forty (40) each, BPR Platform Assemblies, in accordance with attached drawings, $_______. Item 0002, Fifty-one (51) each, BPR Anchor Weldment Dart II, in accordance with attached drawings, $_______. All quotes shall be FOB Destination to NOAA/NDBC, Building 3203, Stennis Space Center, MS 39529. All materials shall be provided by the vendor and the final product shall be completely assembled before shipping. The following factors shall be used to evaluate offers: Lowest Price Technically acceptable. (b) "Options." The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). (c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award. EST on March 11, 2015; any award resulting from this RFQ will be made based on meeting technical specifications, delivery date, and price.
