- Limited Source Justification, 15-26 Redacted United States Transportation Command (USTRANSCOM) has a continuing need for Critical Infrastructure Program (CIP) services. Additional option periods are required on the existing Task Order to span the gap between the current contract ending 28 February 2015 and implementation of the new Under Secretary of Defense Policy (USD(P)) Mission Assurance policy. The new Mission Assurance policy is expected to be released sometime during the second or third quarter of FY 15 to establish DoD Mission Assurance responsibilities. Defense Critical Infrastructure Program (DCIP) under the Mission Assurance Strategy will expand to synchronize current responsibilities with the Antiterrorism; Cyber Security; Information Security; Physical Security; COOP; and CBRNE Programs. Knowing that the responsibilities assigned to USTRANSCOM are changing with the Mission Assurance Policy, it is not possible to solicit for contract support until such time as the requirements are fully known. Adding two, six-month option periods (Option Period 3: 1 March 2015 - 31 August 2015 and Option Period 4: 1 September 2015 - 29 February 2016) to the existing task order allows for USTRANSCOM to compete full and open for this acquisition in the future and to continue to meet its established DCIP responsibilities as required by DoD Directives, Policy, and Instructions.
