Addendum 1(b): Plan of Action / Statement of Understanding Statement of Work Addendum 1: Miscellaneous Requirements AMERICAN CONSULATE GENERAL Regional Procurement Support Office Giessener Strasse 30 60435 Frankfurt am Main Germany Tel: (49) 69 7535 3307 E-Mail: AndrewsGS@State.gov PRE-SOLICITATION NOTICE Solicitation No. SGE500-15-R-0027 The Regional Procurement Support Office at the American Consulate General Frankfurt, Germany hereby provides the following Pre-Solicitation Notice for: ARCHITECT, ENGINEERING AND CONSTRUCTION MONITORING SERVICES IN SUPPORT OF US DEPARTMENT OF STATE PROJECTS IN EUROPE, AFRICA, MIDDLE EAST, AND THE FAR EAST. The solicitation will result in the award of an IDIQ Architect and Engineering contract with fixed labor hours. Task orders will be issued against the contract on a firm-fixed price basis. Award is estimated to occur in Spring 2015. The agency anticipates awarding multiple contracts from this solicitation with the actual number depending upon the qualifications of offers received. Replies to this announcement must be accompanied with a completed Standard Form 330 (attached). The scope of work requires the successful A&E Firm to provide professional architectural engineering and construction monitoring services necessary to meet the requirements of the contract. The contract is intended for the design engineering and project management and monitoring of construction on small projects throughout Europe, Africa, Middle East, and the Far East. Travel to countries in these regions shall be required. Work under this contract will be assigned by individual task/delivery orders and will vary from preparing complete new building/utility designs to monitoring construction, renovation, repair, or infrastructure improvements/changes. IN ORDER TO BE CONSIDERED FOR AWARD OF THIS CONTRACT, interested offerors, including all entities which comprise a joint venture, and the joint venture itself, must possess, or be able to obtain a Defense Security Service (DSS) Secret Facility Clearance (FCL), issued in accordance with the National Industrial Security Program Operating Manual (NISPOM), DOD 5220.22-M. If a selected offeror does not possess an interim or Final Secret FCL, the Department of State will sponsor the un-cleared firm for an FCL. Sponsorship does not guarantee that the firm will receive the clearance. A period of 90 days from the date of selection for award will be allowed for the un-cleared firm to obtain the necessary FCL. After this period, the Government may, at its discretion, consider not awarding the contract to the un-cleared selected offeror. At least one contract will be awarded to a firm already possessing an Interim or Final Secret FCL, provided that the firm meets the technical qualification noted in the scope-of-work. Due to time constraints, the Government will not delay award of contracts to selected firms already in possession of Interim and Final Secret FCLs. Contractor personnel requiring access to classified information or Controlled Access Areas (CAA) must possess Secret personnel security clearances issued by DSS prior to performance on the contract. Offerors already possessing the necessary FCL should submit their appropriate Commercial and Government Entity (CAGE) Code with their proposal. This pre-solicitation notice includes the following: SF 330 Part I and Part II with Instructions Addendum 1 - Miscellaneous Requirements Addendum 1(b) - Plan of Action / Statement of Understanding Statement of Work Firms responding to this announcement on or before closing date will be considered for selection using the following evaluation criteria in descending order of importance: • Specialized experience and technical competence in the type of work required; Prior Department of State project experience must be addressed on your SF-330 and Addendum 1; • Experience and performance: Demonstrated success on similar projects in terms of quality of work and compliance with performance schedules, cost/schedule controls and program/project management techniques. To be considered, similar project experience must show work performed in multiple countries. If the offeror has performed previous Government contracts their past performance must be at least satisfactory; • Key Personnel qualifications and experience including the ability to obtain a Secret security clearance for a project manager; • Relevant, professional qualifications of the firm in the type of work required for projects having a construction value of up to at least $250,000 in the past three years; and • Specialized experience in providing services for small projects in multiple locations in the specified regions of the world. The subject construction monitoring activities require the service of a professional construction monitoring firm, with experience in construction and renovation projects, to provide construction oversight and monitoring services and to report construction activities on-site to the Government, with the aim of ensuring the contract compliance by the construction contractor. The Contractor shall be solely responsible for providing all labor, material and equipment necessary to meet the requirements of this contract during the base period of performance of 12 months with the option of the Government to extend the services for 4 more years. The purpose of this announcement is for the Government to obtain information from interested architect-engineering firms about their professional qualification and competence for performing the required service. The interested companies are invited to review this announcement, complete the attached form 330 and provide the information requested in Addendum 1. The Government intends to make a selection of the firms considered most highly qualified to perform the work (see Subpart 36.602 of the Federal Acquisition Regulation) and award the Contract following negotiations with one or more selected firms (see Subpart 36.606 of the Federal Acquisition Regulation). Offerors participating in this requirement shall be technically qualified to perform the work described in the Scope of Work. In responding to this Pre-Solicitation Notice, each offeror shall submit 2 hard copies of each of the following physically separate volumes/submittals: 1. SF-330 Part I 2. SF-330 Part II 3. Submittals that are missing significant amount of the required information may be determined to be non-responsive and eliminated from consideration at the Government's discretion. Likewise, late submittals may not be considered. Electronic submittals will not be accepted. Solicitation and award will be subject to the laws and regulations of the United States of America and competed utilizing full and open competition procedures.
