Qualification Requirements Sources Sought PDF (Format looks better) SOURCES SOUGHT SYNOPSIS: Solicitation Number: Notice Type: FA8251-15-SS-ASHM Sources Sought Synopsis: 1. NOTICE: This is not a solicitation but rather a Sources Sought Synopsis to determine potential sources for information and planning purposes only. 1.1 The purpose of this Sources Sought is to conduct market research to determine if responsible sources exist (small and large), to assist in determining if this effort can be competitive and/or a total Small Business Set-Aside. The proposed North American Industry Classification Systems (NAICS) Code is 334511 which has a corresponding Size standard of 750 employees. The Government will use this information to determine the best acquisition strategy for this procurement. The Government is interested in all small businesses to include 8(a), Service-Disabled Veteran-Owned, Hubzone, and Women-Owned small business concerns. The government requests that interested parties respond to this notice if applicable and identify your small business status to the identified NAICS code. Additionally, please provide any anticipated teaming arrangements, along with a description of similar services offered to the Government and to commercial customers for the past three years. Any responses involving teaming agreements should delineate between the work that will be accomplished by the prime and the work accomplished by the teaming partners. 2. Program Details: This synopsis is to notify interested contractors that the Government intends to repair the following asset. Part A: Description NSN: 1270-01-514-2683 WF Part Number: 46431110-30 Noun: F-16 Aft Seat HUD Monitor (ASHM) System: F-16 Quantity: TBD The Air Force is issuing this repair sources sought announcement as part of a market survey for repair of the F-16 ASHM, Part Number 46431110-30 Cage 79986, NSN 1270-01-514-2683. Responses to this Notice shall consist of an initial White Paper (not to exceed 3 pages) describing the offeror's capabilities with regard to trouble shooting, testing, and repairing the HUD. The ASHM is a repeater of the HUD symbology for the aft pilot. The Government does not own any repair manuals or detailed parts lists for the ASHM. Additionally, the government does not have any special test equipment for the ASHM. Part B: Potential Source Submission Requirements The respondent must be able to demonstrate the ability to obtain or create the resources necessary to perform trouble shooting, repair and testing of the ASHM in a timely fashion. If the offeror is able to obtain the data, manuals, and tech orders from another party, they must be able to demonstrate that they have the legal right to use said resources to repair assets for the government. Interested organizations who feel they possess the necessary capabilities should respond by providing the Government with the following information; point of contact, address, telephone and fax numbers, email address, duns number, cage code and/or tax ID number, as well as size category (large, small, small disadvantaged, etc), a brief summary of the company's capabilities, description of facilities, personnel, related manufacturing experience, and existing safety approvals. In addition, a potential repair source must become a qualified source, in accordance with the attached titled document "Qualification Requirements," by submitting a Source Approval Request (SAR) to the sources sought POC. The designated design control authority will thoroughly determine if a source has the capabilities to be considered a qualified source. Direct and succinct responses are preferred. All information received in response to this announcement that is marked Proprietary will be handled accordingly. Responses will not be returned. In accordance with FAR 15.202(e), a response to this notice is not an offer and cannot be accepted by the government to form a binding contract. Responders are solely responsible for all expenses associated with responding to this announcement.
