- DRAFT STATEMENT OF WORK: Description of Lease/Introduction: Lease of NTV without drivers. This Statement of Work (SOW) details the requirements for Rental Vehicles to be provided to the United States Army Special Operation Command South, (SOCSOUTH), in support of the Advanced Operating Base (AOB) CENTAM, Special Forces Operational Detachment (SFODA) 7322 and its attached elements and personnel. The Contractor shall provide all personnel, equipment, tools, materials, supervision, and other items and non-personal services necessary to rent vehicles as defined in this SOW, except as specified in part 3 as government furnished property and services. The Contractor shall perform to the standards in this contract. 1.2 Background: This requirement is to satisfy the rental vehicle requirements for location at Poptun, Guatemala and surrounding areas in the country. 1.3 Scope: The Contractor shall provide two (2) - each, Sport Utility Vehicle 7-PAX-(4X4), 5-door, gasoline engine, Automatic Transmission, and one (1)- Each, Truck, 5-PAX (4X4), 4-door, diesel engine, Automatic or Standard Transmission rental vehicles for the duration of the mission as stated on this contract. The contractor shall also provide all management, supervision, personnel, training, equipment, materials, supplies, preventive maintenance, repair parts and any other equipment and personnel needed to accomplish the task of providing rental vehicles to the US Government. Contractor shall have the specific vehicles in Table 1-1 available no later than 1600 hours on the first day of the contracted period each with a full tank of fuel. 1.5 General Information 1.5.1 Quality Control: N/A 1.5.2 Recognized Holidays: The Contract shall perform work on The United States holidays and any days listed as local Guatemala holidays. 1.5.3 Hours of Operation: The Contractor is responsible for providing all rental vehicles for use 24-hours a day, 7-days a week for the duration of the contract. The Contractor must maintain at all times an adequate rental fleet for the uninterrupted performance of all needs defined within this performance of work. 1.5.4 Place of Performance: The work to be performed under this contract will be performed at Poptun, Guatemala and surrounding areas. 1.5.5 Type of Contract: The government will award a Firm Fixed Price contract. 1.5.6 Security Requirements: Contractor and contractor's employees must pass a security background investigation as required for access to the base. This security background investigation will be conducted IAW local security protocols. Contractor and contractor's employees will not be granted access to secure areas or be granted access to security work products. 1.5.7 Special Qualifications: The Contractor is not required to hold any special qualifications for employees used in this contract. 1.5.8 Key Personnel: The following personnel are considered key personnel by the government: Contract Manager. The contractor shall provide a contract manager who shall be responsible for the performance of the work. The name of this person and an alternate who shall act for the contractor when the manager is absent shall be designated in writing to the Contracting Officer (KO). The contract manager or alternate shall have full authority to act for the contractor on all contract matters relating to daily operation of this contract. The contract manager or alternate shall be available 24 hours a day 7 days a week. 1.5.9 Identification of Contractor Employees: All contractor personnel must ensure that all documents or reports produced by contractors are suitably marked as contractor products or that contractor participation is appropriately disclosed. Contractor's employees will be required to obtain and wear identification badges at all times while on the base (where applicable). Failure to wear badges will result in apprehension, detention, and possible removal from the base or installation. NOTE: Funding is not currently available for this solicitation: This notice is being posted to provide potential contractors time to do their research, as it is expected the solicitation posting date will only allow for 5 business to develope a quotation.
