- RFI Details Request for Information (RFI) THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. Immigration and Customs Enforcement (ICE), Repatriation Division, Enforcement and Removal Operations (ERO) is seeking information. This RFI is issued solely for information and planning purposes only and any information the Government receives will not be returned to the respondent. It does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. The responses to this RFI are not an offer and cannot be accepted by the Government to form a binding contract. No contract award will be made on the basis of this RFI. The Government will not pay for any information received in response to this RFI, nor will the Government compensate any respondent for any costs incurred in developing the information. All proprietary information should be clearly marked as such. All information submitted by respondents to this RFI, including appropriately marked proprietary information, will be safeguarded and protected from unauthorized disclosure. Please submit all questions related to this request no later than Thursday, March 5, 2015 at 3:00 PM EST. Final responses to this RFI shall be submitted no later than Tuesday, March 10, 2015 at 12:00 PM via email to Pamela.A.Rodgers@ice.dhs.gov or Brandiss.Smith@ice.dhs.gov. This ICE Air Operations Office (IAO) RFI is being issued to determine vendors capable and willing to provide aircraft, flight crews, security crews, and flight nurses for daily operations from airports in Miami, FL, Alexandria, LA, San Antonio, TX, Brownsville, TX, and Mesa, AZ. This RFI is for planning purposes only. It is anticipated that the results of this RFI will be utilized in development of the Request for Proposal (RFP) for a contract with a base year plus four additional option years. Please see Attachment A for additional details for this RFI. The following are the requested RFI deliverables: 1. Certification that the responder has the resources, capability, and willingness to meet the administrative and operational requirements outlined above and will respond to an RFP when issued. Please provide a capability statement detailing the information (no more than 2 pages). 2. Recommended alternatives for an audio plus visual capability that will provide for passenger language-appropriate pre-departure safety briefings, inflight entertainment for passengers, and pre-arrival briefings/programs. Recommendations for how this requirement can best be met, either using a built-in aircraft capability or other means, are to be provided as a specific response to this RFI. 3. Recommended alternative smaller aircraft that would still meet the operational requirements described above. Maximum seats for the smaller aircraft would be between 70 and 120. Include with the recommended aircraft types, availability of the aircraft and an estimated hourly cost as a percentage of the estimated large aircraft hourly flight hour cost (for aircraft, flight crew, security crew and flight nurse). 4. Past Performance references (preferably Federal Government customers) the Vendor has provided similar services to within the past five (5) years. 5. A list of current General Service Administration (GSA) Schedules, including CLIN/SIN the Vendor holds that would pertain to the requirements of this RFI.
