THIS REQUIREMENT IS DEEMED TO BE A SOLE SOURCE PROCUREMENT IAW FAR 8.405-6, ON THE BASIS THAT SPECIFIC CHARACTERISTICS OF THE MATERIAL OR SERVICE LIMIT THE AVAILABILITY TO A SOLE SOURCE.
