- The National Institute of Standards and Technology (NIST) Acquisition Management Division, intends to negotiate with Raytheon/BBN Technologies, located in Cambridge, MA, on a sole source basis under the authority of FAR Subpart 13.106-1(b), soliciting from a single source, for the design, fabrication and evaluation of input and output superconducting filters for kinetic inductance traveling wave (KIT) amplifiers. The unique specifications for this piece of equipment are: -Engineer filters and fabricate devices -Input - attenuate radiation from hot stages and backaction to qubits, For four wave mixing amplifiers: • Deliver bandpass filter on pump to amplifier with 60 dB attenuation at f=7.5 GHz, BW=50 MHz,- model box, minimize port-port cross talk to achieve desired isolation • Deliver bandstop between qubit and amplifier with 75 dB attenuation, at f=7.5 GHz, BW=50 MHz For three wave mixing amplifiers: • Deliver high pass on pump with 60 dB attenuation below f=14 GHz • Deliver low pass between qubit and amplifier with 90 dB attenuation, at 14 GHz. Output - to protect subsequent low temperature high electron mobility transistor amplifiers (HEMT) from the out-going pump For four wave mixing amplifiers: Bandstop between amplifier & HEMT with 50 dB attenuation, at 7.5 GHz, BW = 50 MHz For three wave mixing amplifiers: Low pass with 50 dB attenuation at 14 GHz -Develop viable back-action test to test off-the-shelf filter performance with a qubit The filter design required for this project is highly specific for the low temperature (20 mK) cryogenic environment where Quantum Information (QI) experiments are being conducted. In addition, the Kinetic Inductance Traveling Wave (KIT) amplifiers for this project are a unique, new type of amplifier currently being developed at NIST. The NAICS Code is 335999-All Other Miscellaneous Electrical Equipment and Component Manufacturing with a Size Standard of 500 employees. NIST anticipates negotiating and awarding a firm-fixed-price purchase order to Raytheon/BBN Technologies for this requirement. Interested parties that can demonstrate that they could satisfy the requirements listed above for NIST must clearly and unambiguously identify their capability to do so in writing on or before the response date for this notice. This notice of intent is not a solicitation. Information submitted in response to this notice will be used solely to determine whether competitive procedures could be used for this acquisition. If competitive procedures are not used it is estimated that an award will be issued by 4/1/2015. Any questions regarding this notice must be submitted in writing via email to angela.hitt@nist.gov. All responses to this notice of intent must be submitted so that they are received at angela.hitt@nist.gov no later than 3/13/2015 at 5 p.m. MST.
