- RFI/SOURCES SOUGHT NOTICE FOR WEBINSPECT LICENSES AND MAINTENANCE SERVICES DEFENSE HEALTH AGENCY (DHA) REQUEST FOR INFORMATION (RFI) AND SOURCES SOUGHT NOTICE THIS IS A SOURCES SOUGHT NOTICE FOR SMALL BUSINESS. RELEASE DATE: 3/4/2015 CLOSING DATE: 3/11/2015 1.0 PURPOSE OF THIS RFI This Request for Information (RFI) is being issued by Defense Health Agency (DHA) Contract Operations Division - Falls Church (COD-FC) to conduct market research on the industry's capabilities in providing HP WebInspect software licenses and maintenance services to support the Joint Medical Logistics Functional Development Center (JMLFDC) Defense Medical Logistics - Enterprise Services (DML-ES) suite of applications in code vulnerability identification. This RFI/Sources Sought Notice is pursuant to Federal Acquisition Regulation (FAR) 10 and Defense FAR (DFAR) 210. The Market Research is conducted to determine whether what existing sources are available, what Information on similar acquisitions is available, and what commercial practices are commonplace. The responses will be used to collect and analyze information about capabilities within the market to satisfy agency needs for services classified as commercial off-the-shelf (COTS) software license renewals. Commercial items are defined in FAR 2.101. 2.0 BACKGROUND DHA enables health care providers to deliver cost-effective, state-of-the-art healthcare to patients world-wide. DHA comprises a family of applications and data assets supporting wholesale, retail and data warehousing capabilities. DHA provides automation support of reengineered medical logistics business practices and delivers a comprehensive range of materiel, equipment, and facilities management information systems. JMLFDC is a software development activity which produces the DML-ES suites providing web-based medical logistics software applications used by defense services world-wide. Software development is based on the written code that creates the individual programs. In order to develop functional congruent code, rigorous test processes and procedures are followed. Embedded in these test processes are commercial testing products, such as the HP WebInspect software. In order to retain the functionality of the test software after the initial purchase, and remain Information Assurance (IA) compliant, regular maintenance renewals are necessary. These renewals provide access to license updates/upgrades, and support from the license vendors. The need for additional licenses of the same product also arises when the number of end-users increases above the current licensing threshold to support current workflow. 3.0 SCOPE In order to be compliant with IA standards for accreditation, and have access to the required license functionality, JMLFDC needs to procure a current and active maintenance contract. Procurement of a new FY15 contracting action competed amongst vendors able to provide the HP WebInspect license and maintenance will provide the government the level of access and functionality to continue code testing activities. THIS RFI IS ISSUED SOLELY FOR INFORMATION AND PLANNING PURPOSES - IT DOES NOT CONSTITUTE A SOLICITATION NOR DOES IT RESTRICT THE GOVERNMENT AS TO THE ULTIMATE ACQUISITION APPROACH. In accordance with FEDERAL ACQUISITION REGULATION (FAR) 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. ANY CONTRACT THAT MIGHT BE AWARDED BASED ON INFORMATION RECEIVED OR DERIVED FROM THIS MARKET RESEARCH WILL BE THE OUTCOME OF A COMPETITIVE PROCESS. Responders are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this RFI. All costs associated with responding to this RFI will be solely at the interested vendor's expense. Not responding to this RFI does not preclude participation in any future Request for Proposal (RFP), if any is issued. The formal closing date for this RFI and for the submission of responses is Wednesday, March 11, 2015 at 5:00PM EDT. Files exceeding this threshold must be submitted over multiple Email messages, and be identified as "Email #x of #y". 5.0 CURRENT ABILITY 5.1 The response to this RFI should include the vendor's current ability to provide HP WebInspect licenses and maintenance services. 5.2 Past Experience - indicate experience in this particular field. 5.3 List prices previously paid. List historical pricing data that is available. 5.4 List any and all special discounts, such as a quantity discount, that the Government may receive. 5.5 List warranties that exist to protect the Government in the event of item failure. Specify what warranties are commonly offered. 5.6 Specify what maintenance programs exist. 5.7 Specify what standard terms and conditions exist for commercial products. 5.8 Specify what commercial performance metrics or best practices exist. 5.9 List all Government Wide Acquisition Contract (GWAC) schedules held. 5.10 Indicate the socio-economic classification of source in the Market. The Government seeks to identify and, to the extent practicable, encourage maximum participation by small business, veteran-owned small business, service-disabled veteran-owned small business, HUBZone small business, small disadvantaged business, and women-owned small business concerns in acquisitions.
