- This is a pre-solicitation notice. NAVSUP Fleet Logistics Center Puget Sound will be soliciting for overhaul repair kits for propulsion system provided by the original equipment manufacturer, Wartsila Defense Inc., in support of U.S. Naval Ship Repair Facility (SRF) Yokosuka, Japan. This acquisition will be negotiated on a sole source basis with Wartsila Defense Inc. per FAR 6.302-1. Interested persons may identify their interest and capability to respond to the requirement or submit proposals prior to the offer due date, which will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination not to compete this action based upon responses received to this notice is solely within the discretion of the Government. A single award will be made for all line items. Terms will be F.O.B. Destination. It is anticipated that the solicitation will be posted to the NECO website on or about 11 March 2015 with quotes due on or about 25 March 2015. The required delivery date is 1 August 2015. This firm-fixed-price supply type contract will be awarded in accordance with FAR Part 12 and FAR Subpart 13.5, utilizing Low Price Technically Acceptable (LPTA) evaluation procedures. Prospective offerors are responsible for downloading their own copy of the solicitation from the NECO website and for frequently monitoring the site for any amendments. The Government is not responsible for any inability of the offeror to access the posted documents. No telephone or fax requests will be accepted, and no hard-copy solicitation/amendment will be mailed or faxed. Emailed completed solicitations are acceptable.
