- The Government provides training courses that are managed through the US Army Corps of Engineers (USACE) Learning Center (ULC) in Huntsville, Alabama. These courses require technical or specialized information taught by experienced and or certified instructors at Government or Military facilities or educational institutions to help fulfill the mission. The Government will provide information regarding the potential use of facilities and equipment at Florida Keys Community College for the performance of this requirement. Other federal or state facilities may be utilized so long as they are in accordance with current Department of Defense Conference Policy guidance. The Government intends to contract for services to conduct the following training courses: Working Diver (035). Date: 7 -23 September 2015, Location: TBD Course Background. This course consists of both classroom and water exercises. Diving techniques, diving equipment, diving physiology, the work diving environment, diving supervision procedures, and emergency procedures. The primary focus will be the use of modern underwater systems that include SCUBA and Surface Supplied Air (SSA) with a primary emphasis on SSA diving. This course is to ensure that new divers are aware of and understand the commercial, USACE, and federal regulations governing working diver activities. Focus is placed on diving techniques, operational planning, diving equipment, diving physiology, and emergency procedures. It engages the student in the use of state-of-the-art underwater systems that include Surface Supplied Air (SSA) diving and SCUBA. This course is to provide initial, comprehensive training to selected Corps of Engineer personnel recently assigned to dive operations with the latest technical and managerial data as it relates to underwater diving. The Working Diver Course shall consist of 114 hours (three (3) weeks) of classroom, pool, and open water instruction with integrated diving and working exercises. Diving Refresher (259) Date: 11 - 20 August 2015, Location: TBD Course Background. This refresher course consists of both classroom and water exercises for re-certification of Corps of Engineers divers responsible for conducting underwater dive operations with the latest equipment and management data. This course is required at 4-year intervals after completing the Working Diver course as stated in Engineer Regulation (ER) 385-1-86 for those persons working in underwater diving programs. This course focuses on the review of regulatory requirements for dive operations, diving techniques, operational planning, diving equipment, diving physiology, and emergency procedures. It re-familiarizes the student with the use of state-of-the-art underwater systems that include SCUBA and Surface Supplied Air (SSA) with a primary emphasis on SSA diving. Course Presentation This course is taught in conjunction with the Dive Safety Administration Course. This course may be presented as a stand-alone when the Corps training requirement makes that demand. The Diving Refresher course shall consist of 64 hours (two (2) weeks) of classroom, pool, and open water instruction with integrated above and below water diving and working exercises. Dive Safety Administration (175) Date: 10 -19 August 2015, Location: TBD Course Background. This course is to provide initial training to Corps of Engineers employees responsible for organizing, integrating, and monitoring the operations of government and contract divers and who are assigned as diving coordinators, alternate diving coordinators, Safety Office Diving Safety Representatives, Diving Supervisors, and Inspectors of government and contractor diver operations. This course focuses on the regulatory requirements for dive operations, diving techniques, operational planning, diving equipment, diving physiology, and emergency procedures. It re-familiarizes the student with state-of-the-art underwater systems that include SCUBA and Surface Supplied Air (SSA) with a primary emphasis on SSA diving. Course Presentation This course is taught in conjunction with the Diving Refresher Course. This course may be presented as a stand-alone when the Corps training requirement makes that demand. The Dive Safety Administration shall consist of 64 hours (two (2) weeks) of classroom, pool, and open water instruction with integrated above water diving and working exercises. Dive Safety Administration Refresher (397) Date: 14 - 18 December 2015, Location: TBD Course Background. This course is to provide refresher training to Corps of Engineers employees responsible for organizing, integrating, and monitoring the operations of government and contract divers and who are assigned as diving coordinators, alternate diving coordinators, Safety Office Diving Safety Representatives, Diving Supervisors, and Inspectors of government and contractor diver operations. This course is to provide a review of the necessary skills, knowledge, and abilities to safely and successfully perform inspections, oversight, and administration of diving operations as a qualified Dive Coordinator, Dive Supervisor, Dive Inspector, or Dive Tender. The Dive Safety Administration shall consist of 36 hours (1 week) of classroom, pool, and open water instruction with integrated above water diving and working exercises.
