- NOTE: This combined synopsis/solicitation has been modified in order to clarify the specifications for the Caterpillar 279D Compact Track Loader and Caterpillar H65E S Hammer Attachment. As a result, Attachment 01 (Description of Requirements) has been updated with revised specifications, and the response date is extended to 13 March 2015. Please make sure that you view the latest version of Attachment 01 that was uploaded on 04 March 2015 with the latest date/time reference. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Requisition Number W81EWF50152700 is being issued as a Request for Quotation (RFQ) with the intent to award as a simplified acquisition. The solicitation will be competed as a 100% Small Business Set-Aside. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-78. The U.S. Army Corps of Engineers (USACE), Engineer Research and Development Center (ERDC), Geotechnical & Structures Laboratory at Vicksburg, MS has a requirement for the following: Item: Caterpillar 279D Compact Track Loader (Quantity of 1) Item: Caterpillar H65E S Hammer Attachment (Quantity of 1) Shipping and Packaging Key Caterpillar 279D CTL specifications include: -Enclosed cab with heater, air conditioning, defroster, wipers/washers, seat belt, opening/sliding side windows, rear view mirror, lockable entry door, top and rear fixed windows, and 12 V electrical socket for DC power -Net Power - 72.9 hp -Operating Weight - 9,893 lb -Rated Operating Capacities: 50% Tipping Load - 2,935 lb -Ground Contact Area - 2,272 in.2 -Ground Pressure - 4.4 psi -Tipping Load - 5,870 lb -Breakout Force - 7,285 lb -Length of Track on Ground - 64.2 in. -Vehicle Width - 78 in. -Maximum Overall Height - 159.5 in. -Ground Clearance - 8.9 in. -Reach at Maximum Lift - 22.6 in. -Maximum reach with Arms Parallel - 54 in. -Hydraulic Flow - High Flow XPS -Must include hydraulic quick couplers for changing work tool attachments without leaving the cab -Must include hydraulic controlled locking levers for attaching work tools -Must include heavy duty/protected hydraulic hoses Key Caterpillar H65E S hammer attachment specifications include: -Pin-On -Moil Tool -Impact Energy Class - 800 ft-lb -Blows per Minute - 720 to 1,740 -Minimum Rated Flow - 10 gal/min -Maximum Rated Flow - 30 gal/min -Operating Weight - 783 lb -Operating Pressure - 2,393 psi -Minimum Carrier Weight - 6,600 lb -Maximum Carrier Weight - 19,800 lb -Tool Diameter - 2.28 in. For reference, Attachment 01, Figure 1 shows a picture of the Caterpillar 279D CTL, and Figure 2 shows a picture of the pin-on H65D S hammer attachment with the moil point tool. The attached bucket shown in Figure 1 is not needed and will not be purchased. There is a link titled Additional Documentation near the bottom of this posting by which potential vendors may access the following attachments: Attachment 01 (Description of Requirements) Attachment 02 (Bid Submission Form) Delivery will be FOB Destination to the following location: GSL Airfields and Pavement Branch U.S. Army ERDC 3909 Halls Ferry Road Vicksburg, MS 39180-6199 The North American Industry Classification System Code for this procurement is 333120 (Construction Machinery Manufacturing) with a size standard of 750 employees. However, according to 13 CFR 121.406, a small business retail or wholesale vendor may qualify to provide manufactured products or other supply items under this small business set-aside procurement if it: (i) Does not exceed 500 employees; (ii) Is primarily engaged in the retail or wholesale trade and normally sells the type of item being supplied; (iii) Takes ownership or possession of the item(s) with its personnel, equipment or facilities in a manner consistent with industry practice; and (iv) Will supply the end item of a small business manufacturer, processor or producer made in the United States, or obtains a waiver of such requirement pursuant to paragraph (b)(5) of 13 CFR 121.406. In accordance with the attached Description of Requirement (Attachment 01), an award for this acquisition will be provided to the vendor whose quote is the Lowest Priced of those determined to be Technically Qualified. Brand Name Justification for Purchase of Caterpillar 279D Compact Track Loader and Caterpillar H65E S Hammer Attachment: 1. The Airfields and Pavements Branch (APB) of the U.S. Army Engineer Research and Development Center (ERDC) in Vicksburg, MS, has been tasked by the U.S. Air Force Civil Engineer Center to procure a Caterpillar 279D compact track loader (CTL) and Caterpillar H65E S hammer attachment for inclusion in an existing Air Force Sustainment Pavement Repair (SuPR) kit. The SuPR Kit #001 was created as a prototype to help the Air Force repair and sustain deployed airfields and return them to service within three hours. The SuPR kit #001 contains over 350 items stored in four 20-ft military shipping containers. Prepackaged tool kits are needed to ensure that the materials and equipment for small pavement repairs are readily available to the warfighters when necessary to save time and money and maintain focus on the mission. 2. Since the development of the prototype SuPR kit, a few equipment and tool changes have been made based on user demonstrations. Twenty-five SuPR kits have since been procured and deployed after the development and user demonstration of the prototype. Now, the prototype SuPR Kit #001 needs to be retrofitted to outfit it with the updated tools, materials, and/or equipment so that the kit can be deployed. One Caterpillar 279D CTL and one Caterpillar H65E S hammer attachment needs to be purchased and included in the kit. 3. To maintain consistency with the other SuPR kits deployed around the world, the APB must have this CTL (Caterpillar 279D) and hammer attachment (Caterpillar H65E S). The prototype kit needs to match the deployed SuPR kits due to training requirements and constant deployment changes of warfighters. FAR 52.212-2 - Evaluation -- Commercial Items (Jan 1999) (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: 1) Technical - Providing a Caterpillar 279D Compact Track Loader and Caterpillar H65E S Hammer Attachment that at least meet the minimum specifications as defined in Attachment 01 2) Price The vendor must submit the following so the Government can evaluate the offeror's technical acceptability: 1) Sufficient information to determine that the quality of each Caterpillar 279D Compact Track Loader and Caterpillar H65E S Hammer Attachment is in accordance with the Description of Requirement as defined in (Attachment 01) 2) Must include a completed Bid Submission Form (Attachment 02) and include specifications of quoted equipment.
