Description
NASA/GSFC has a requirement for a medium aperture, narrow field, and optical telescope operating as a receiver at 532 nm wavelength. The telescope assembly is a classical Cassegrain. The 800mm aperture primary mirror efl is 560mm and the overall efl is 3798mm with a bfd of 192mm. This yields a telescope f/#: f/4.75. The purpose of this procurement is to provide the primary instrument for the Global Ecosystem Dynamics Investigation (GEDI) Lidar Mission. NASA/GSFC intends to purchase the item from General Dynamics in accordance with FAR 6.302-1(A)(2) "Only One Responsible Source And No Other Supplies Or Services Will Satisfy Agency Requirements", with an estimated period of performance of 15 months with a start date of May 29, 2015 under a firm fixed price contract vehicle. The GEDI Mission was instituted and baselined with the intention to utilize the ICESAT-2 Atlas Telescope Flight Spare, built by General Dynamics, as the GEDI Mission's Flight Spare.Therefore, the GEDI Mission has an identical receiver telescope optical design as ICESat-2. Both missions are a single LIDAR instrument that will perform laser ranging with the surface of Earth. ICESat-2 will perform laser ranging measurements focused on the Polar Regions for ice and snow cover like its predecessor, ICESat-1. GEDI will perform laser ranging measurements over vegetative areas closer to the equator. It is the intent of the GEDI Mission to acquire a telescope, for all intents and purposes, identical to the ICESAT-2 Flight Spare. GEDI follows ICESat-2 as the next GSFC LIDAR performing valuable science for global climate change models. This telescope is the continued production of highly specialized equipment. All of the interfaces and mechanical design need to match identically to the ICESat-2 telescope design as all of the in-house Ground System Equipment (GSE), mechanical, and thermal models are baselined for use on GEDI. Any telescope that is not interchangeable with the ICESAT-2 Flight Spare in form, fit, and function would present unacceptable risk of mission failure, as the ICESAT-2 Flight Spare would no longer be acceptable as a flight spare for GEDI. A second unplanned and unbudgeted telescope would need to be procured and greatly endangers the missions viability. Selecting another contractor is expected to result in a substantial duplication of cost to the Government that is not expected to be recovered through competition as well as present unacceptable delays in fulfilling NASAs requirement. The Government does not intend to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on March 20, 2015. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
