- Attachment 3 - Bid Schedule Attachment 2 - Confidentiality Agreement Attachment 1 - Past Performance Department of Labor Wage Determination 2005-2073 Department of Labor Wage Determination 2005-2045 Statement of Work Ecological Site Descriptions Sequoia Kings Canyon FAR 12.6 Ecological Site Descriptions Sequoia Kings Canyon National Park This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. PURPOSE The purpose of this proposed Indefinite Delivery Indefinite Quantity (IDIQ) contract is to develop ecological site descriptions (ESD) in the Sequoia Kings Canyon National Park area of California. BACKGROUND Public Law 74-46, 49 Stat. 163 (16 U.S.C. 590 a-f) and Public Law 89-560. 80 Stat. 706 (42 U.S.C. 3271-3274 authorizes NRCS to conduct soil surveys and investigations and enter into agreements with other governmental agencies to conduct surveys. The United States Department of Agriculture, Natural Resources Conservation Service (NRCS) provides leadership for the National Cooperative Soil Survey (NCSS). In addition to carrying out soil survey mapping and data development, the purposes of soil survey efforts also include (a) collecting rangeland and forest land vegetation data and (b) producing ecological site descriptions that will be included in the soil survey publications and interpretive/educational information on the soils and plant communities in the areas where the soil surveys are produced. NRCS staffs are carrying out extensive ecological site description field work and data base development required for soil survey and field office conservation planning, but lack adequate time to complete all aspects of collecting data and writing descriptions to finalize the ecological sites descriptions in the Sequoia Kings Canyon National Park area of California.
