Description

The Naval Air Systems Command (NAVAIR) intends to enter into sole source negotiations with and subsequently award a Firm Fixed Price order to Rolls-Royce Corporation under Basic Ordering Agreement N00019-13-G-0011 for V-22 AE1107C Block III Turbine Performance at Altitude Testing. This acquisition is being pursued on a sole source basis under the statutory authority of 10 U.S.C. 2304(c)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, only one responsible source and no other supplies or services with satisfy agency requirements. Rolls-Royce Corporation is the sole designer, developer, and manufacturer of the AE1107C engine. As such, Rolls-Royce Corporation is the only responsible source with the necessary access to technical data and requisite expertise to perform the contemplated effort within the required schedule.
