- This project is being solicited under AFFARS MP5332.7. "Notice to Offeror (s)/Supplier(s): Funds are not presently available for this effort. No award will be made under this solicitation until funds are available. The Government reserves the right to cancel this solicitation, either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs." FAR clause 52.232-18, Availability of Funds will be incorporated into the solicitation. This synopsis is to provide electrical work required to replace the existing emergency generator systems in Buildings 90032, 90401, 90577, 90758, 90760 and 91267. The existing generator sets will be removed and turned over to the Hurlburt Field Power Production Shop. The new generator sets will be Government furnished and contractor installed. Each new generator set will include a weather protective enclosure and a dual wall sub-base diesel fuel tank. Existing automatic transfer switches that comply with UFC requirements will remain in place. Automatic transfer switches that do not comply with UFC requirements will be removed and turned over the Hurlburt Field Power Production Shop. New automatic transfer switches shall be 4 pole transfer switches and shall include a maintenance bypass/isolation feature. New automatic transfers switches will be Government furnished and Contractor installed. This acquisition will be set aside for Service-Disabled Veteran Owned Small Business offerors only. The North American Industry Classification System (NAICS) code for this project is 238210 with a size standard of $15.0M. This contract will be awarded in accordance with FAR Part 15, Negotiated Procedures. The Government reserves the right to award a contract to other than the low proposed price. Performance period is 180 calendar days. Estimated magnitude for this project is between $100,000 and $250,000. The contract will be a single award, Firm-Fixed-Price type contract. Bid bonds will be required with the proposal. Payment and performance bonds will be required within ten (10) days of contract award. The work is required in support of the 1st Special Operations Civil Engineer Squadron. The issuance date for this solicitation is projected to be on/about 20 Mar 2015. Prospective contractors must be registered in the System for Award Management (SAM) prior to award of a government contract. Offerors are further advised that failure to register in the Official US Government system will render your firm ineligible for award. Registration requires applicants to have a DUNS number.
