- Description of Requirement:The Federal Aviation Administation (FAA) William J. Hughes Technical Center needs continual support in High Ice Water Content Ice Crystal Atmospheric research. This research includes: preparation for, accomplishment of, and processing, analysis, and reporting on a field campaign using a Falcon 20 Aircraft and NASA CD-8 Aircraft including the evaluation of both campaigns from 2014 and 2015 field data for development and/or evaluation of FAA regulations and advisory material for Aircraft compliance purposes. Purpose of Announcement:In accordance with the FAA,Acquisitions Management System (FAAAMS)paragraph 3.2.2.4, the purpose of this announcement is to inform industry of the basis of the FAA's decision to contract with a selected source via single source procedures. The FAA, William J. Hughes Technical Center intends to award a single source contract to Science Engineering Associates, Inc.,Mansfield Center, CT 06250 to support the High Ice Water Content Ice Crystal Atmospheric Research Support campaign Phase II. As the developer of four essential ice crystal measurement probes needed to successfully conduct the continual research and therefore cannot be obtained through any other known source, SEA bring the following essential data, experience and capabilities to this program: *Proprietary Probes to Science Engineering Associates, Inc. *SEA knowledge of calibrating and performing on-site repairs of the isokinetic Probe, the ice crystal sensor and liquid water sensors and the knowledge of interpreting this data makes them a unique organization to both support the performance and maintenance of these probes to asure the quality of the data records including the support of the post-flight test analysis. Consequently, SEA has the knowledge and capabilities to efficiently support as required by this proposed procurement. A competitive solicitation is not available for this procurement. If your firm does not agree with this single source determination, please provide evidence of your firm's capabilities and experience in providing the above services, the FAA will evaluate this accordingly.
