- The U.S. Army Corps of Engineers, New England District is issuing a Sources Sought Announcement for a construction project for the Paint Tainter Gates project at the Fox Point Hurricane Barrier located in Providence, RI to determine the interest, availability, and capability of 8(a), HUBZone, Woman-owned, Service-Disabled Veteran-Owned and Small Business concerns as described below. The NAICS code for this procurement is 238320. The project is planned to be issued on or about May 2015. The construction will occur in the fall of 2015 and is expected to take about 5 months, including submittal approval. The estimated construction cost is between $500,000.00 and $1,000,000.00. This project consists of the following components: -Remove existing lead-containing paint system on the tainter gates using conventional sandblasting techniques. -Contain the area to be sandblasted and painted. -Paint the three tainter gates with primer and top coats. -Work must be conducted with the gates in the up position. Scaffolding and barges will need to be utilized. -Gates have to be operational during the hurricane season (June through November). -After painting, the seals will need to be replaced. Interested firms should submit a capabilities package to include the following: business classification (i.e. HUBZone, etc.) as well as qualifications and experience in performing the work components stated above. Such as: 1. The painting firm must demonstrate its qualifications by providing proof of certification in the following standards promulgated by The Society for Protective Coatings (SSPC): a. SSPC QP 1, Standard Procedure for Evaluating Qualifications of Painting Contractors, (Field Application to Complex Industrial and Marine Structures), 1998 with Revisions June 2012. b. SSPC QP 2, Standard Procedure for Evaluating the Qualifications of Painting Contractors (Field Removal of Hazardous Coatings, Category A - Negative Air Containment), 2009. 2. At least two specific examples of the firm's experience performing the work requirements stated above. The projects must have been performed within the last five years. 3. Please indicate the team subcontractors that will be used to support the offeror's effort and include their prior experience and qualifications. Proof of bonding capability is required. Responses are due March 26, 2015. Responses should be emailed to Alysha.MacDonald@usace.army.mil, ATTN: Alysha MacDonald. Responses are limited to twenty pages. The Government will not pay for any material provided in response to this market survey nor return the data provided. This notice is for information purposes only and is not a request to be placed on a solicitation mailing list nor is it a Request for Proposal (RFP) or an announcement of a solicitation. The results of this survey will be considered to be in effect for a period of one year from the date of this notice.
