- The IARPA Mercury Proposers' Day has been rescheduled due to the anticipated inclement weather. The new date is: Friday, MARCH 13, 2015. The location remains the same. Your registration will be applicable for the new date. SYNOPSIS The Intelligence Advanced Research Projects Activity (IARPA) will host a Proposers' Day Conference for the Mercury Program on March 5, in anticipation of the release of a new solicitation in support of the program. The Conference will be held from 8:30 AM to 5:00 PM EST in the Washington, DC metropolitan area. The purpose of the conference will be to provide introductory information on Mercury and the research problems that the program aims to address, to respond to questions from potential proposers, and to provide a forum for potential proposers to present their capabilities and identify potential team partners. PROGRAM DESCRIPTION AND GOALS Past research has found that publicly available data can be used to accurately forecast events such as political crises and disease outbreaks. However, in many cases, relevant data are not available, have significant lag times, or lack accuracy. Little research has examined whether data from foreign Signals Intelligence (SIGINT) can be used to improve forecasting accuracy in these cases. The Mercury Program seeks to develop methods for continuous, automated analysis of SIGINT in order to anticipate and/or detect political crises, disease outbreaks, terrorist activity, and military actions. Anticipated innovations include: development of empirically driven sociological models for population-level behavior change in anticipation of, and response to, these events; processing and analysis of streaming data that represent those population behavior changes; development of data extraction techniques that focus on volume, rather than depth, by identifying shallow features of streaming SIGINT data that correlate with events; and development of models to generate probabilistic forecasts of future events. Successful proposers will combine cutting-edge research with the ability to develop robust forecasting capabilities from SIGINT data. Mercury will not fund research on U.S. events, or on the identification or movement of specific individuals, and will only leverage existing foreign SIGINT data for research purposes. The Mercury Program will consist of both unclassified and classified research activities and expects to draw upon the strengths of academia and industry through collaborative teaming. It is anticipated that teams will be multidisciplinary, and might include social scientists, mathematicians, statisticians, computer scientists, content extraction experts, information theorists, and SIGINT subject matter experts with applied experience in the U.S. SIGINT System. ADDITIONAL INFORMATION This Proposers’ Day does not constitute a formal solicitation for proposals or proposal abstracts. Attendance is voluntary and is not required to propose to any potentially related Broad Agency Announcements or potential research solicitations on any discussed topics. IARPA will not provide reimbursement for any costs incurred to participate in this Proposers’ Day. REGISTRATION INFORMATION Attendees must register no later than 6:00 pm EST, February 27, 2015 at http://events.SignUp4.com/MercuryPDRegistration_March2015. Directions to the conference facility and other materials will be provided upon registration. No walk-in registrations will be allowed. Due to space limitations, attendance will be limited to the first 150 registrants and to no more than 2 representatives per organization. All attendees will be required to present a government-issued photo identification to enter the conference. Non-US citizens will be required to submit a visit request (VAR) form for Foreign Nationals at least 5 business days prior to the conference. The VAR form and submission instructions can be found on the registration website. Foreign nationals will need to present a passport. The conference will include an optional breakout classified session. Classified Session : Entry into IARPA for the classified session requires a government-issued photo identification and either • an active IC badge or • a completed IARPA Visitor Access Request (VAR) form (for attendees who do not have an active IC badge but who hold Top Secret//SCI clearances). VAR forms must be submitted at least seven business days prior to the event. The form, as well as additional submission instructions, can be found on the registration website. ADDITIONAL INFORMATION The afternoon will include unclassified Presentation and Poster sessions to provide an opportunity for attendees to present their organizations' capabilities and to explore teaming arrangements. Attendees who wish to present organization capabilities for teaming opportunities may submit a request through the registration website. Details on the presentation and poster formats, and the procedure for submitting a request to present, will be provided after approval to register for the conference has been granted. Time available for presentations and posters will be limited. Therefore, presentations will be limited to the first 15 registered respondents who request an oral presentation, and posters will be limited to the first 15 registered respondents who request a poster presentation. These presentations are not intended to solicit feedback from the Government, and Government personnel will not be present during the presentations. This Proposers' Day is intended for participants who are eligible to compete on the anticipated BAA. Other Government Agencies, Federally Funded Research and Development Centers (FFRDCs), University Affiliated Research Centers (UARCs), or any other similar organizations that have a special relationship with the Government, that gives them access to privileged or proprietary information, or access to Government equipment or real property, will not be eligible to submit proposals to the anticipated BAA nor participate as team members under proposals submitted by eligible entities. While such entities are not prohibited from attending the Proposers' Day, due to space limitations, preference will be given first to those organizations that are eligible to compete.
