Description
The United States Environmental Protection Agency (EPA) Office of Acquisition Management (OAM) on behalf of the Office of Chemical Safety and Pollution Prevention (OCSPP) Office of Pollution Prevention and Toxics (OPPT) intends to execute a modification to extend the period of performance under contract EP-W-09-027 with SRC, Inc. using the authority of FAR Part 6.302-1. The modification will allow for continued support of ongoing OPPT regulatory and non-regulatory efforts so that there is no lapse in service while the follow-on contract is competed. Uninterrupted support is required for high priority, time sensitive projects including support for the premanufacture notification program which has 90 days to provide a comprehensive risk assessment and regulatory determination regarding new industrial chemicals; the new chemical program which requires IT and scientific maintenance of predictive tools to fill in data gaps (this program also has a 90-day turnaround time); and the existing chemicals program which requires data extraction on Confidential Business Information (CBI) submissions for a wide range of potential health and environmental hazards. The EPA intends to extend the contract for four months. This extension is necessary due government delays in awarding the competitive follow-on contract. The period of this extension is from March 28, 2015 through July 31, 2015. NO SOLICITATION IS AVAILABLE FOR THIS PROCUREMENT. It has been determined that SRC, Inc. is the only source that meets the Government?s requirements. Notwithstanding, any firm that believes it is capable of meeting EPA?s requirement as stated herein, may submit its capability by 4:00 PM on Thursday, March 19, 2015, which may be considered by the Government. A determination not to conduct a competitive acquisition based upon the responses to this notice is solely within the discretion of the Government.
