Description
This sources sought is issued solely for informational, planning purposes, and market research in accordance with FAR Part 10. This sources sought notice is seeking interest from businesses capable and interested in providing an emergency stock of Ultra Low Sulfur Distillate (ULSD) heating oil in the event of a winter supply shortage. The Defense Logistics Agency - Energy is soliciting offers on behalf of Department of Energy (DOE) for the storage and potential distribution of its, $1,000,000 barrel Northeast Home Heating Oil Reserve (NEHHOR). Group 1: 250,000 barrels in the coastal areas of New York Harbor - For the purpose of this PWS, New York Harbor shall extend from the East River west of Hunts Point; Gowanus Bay west of the Hamilton Avenue Bridge; the Hudson River south of George Washington Bridge; the Upper Bay; the Narrows; the Lower Bay west of Morton Point; the Newark Bay; the Hackensack River south of the Witt-Penn Bridge; the Passaic River south of the Pulaski Skyway Bridge; the Kill Van Kull; the Arthur Kill and the Raritan River east of the Garden State Parkway Bridge. Group 2: 500,000 barrels in the New England harbor areas of the following locations: Boston, MA. Boston Harbor is defined as: Inner harbor and Outer harbor - The inner harbor is the main port of Boston. The inner harbor extends from the mouths of the Charles River and the Mystic River, both of which empty into the harbor, to Logan International Airport and Castle Island, where the inner harbor meets the outer harbor. The outer harbor stretches to the south and east of the inner harbor. To its landward side, and moving in a counterclockwise direction, the harbor is made up of the three small bays of Dorchester Bay, Quincy Bay and Hingham Bay. To seaward, the two deep water anchorages of President Roads and Nantasket Roads are separated by Long Island. Group 3: 250,000 barrels in the coastal areas of Connecticut and Rhode Island of the following locations: Providence, RI; New London / Groton, CT; New Haven, CT; and Bridgeport, CT. a. Providence Harbor is defined as: The area along the Providence River bounded by Swan Point to Bucklin Point in the north and Pawtuxet Cove to Sabin Point in the south. b. New London / Groton Harbor are defined as: The area along the Thames River bounded by the Gold Star Memorial Bridge (I-95) river crossing in the north to Long Island Sound in the south. c. New Haven Harbor is defined as: The area along the Quinnipiac River bounded by the Interstate 91 / Middletown Avenue river crossings in the north and Sandy Point to Fort Hale Point in the south. d. Coastal areas of Bridgeport Harbor are defined as: The area along the Pequonnock River bounded by the Governor John Davis Lodge / Connecticut Turnpike (I-95) and Stratford Avenue river crossings in the north; Black Rock Harbor - to include Burr Creek, Cedar Creek Harbor and Cedar Creek Reach in the west; Bruce Brook / Lewis Gut - to include White Rock Creek and Johnsons Creek in the east; and, Black Rock Entrance Channel and Bridgeport Entrance Channel to Long Island Sound in the south. All responses will be used to determine the appropriate acquisition strategy for the future acquisition. No award will be made from this sources sought notice. A solicitation will be issued and posted to FBO within 30 days after the closing date of this notice; therefore, do not request copies at this time. The Defense Logistics Agency (DLA) Energy is not seeking proposals and will not accept unsolicited proposals. Please keep in mind that this gives general description of the scope of work that could be required and does not define the final requirement. These requirements are being considered to be Set-Aside for 100% Small Business Concerns. The North American Industry Classification System (NAICS) code is 493190 and the small business size standard is $27.5 million. A Firm Fixed Price (FFP), performance based contract will be used for this requirement. Period of performance for all locations will be a one-year base period, with three, one-year options, beginning October 1, 2015. All interested and qualified sources should notify this office by electronic mail. Responses to this announcement shall determine if sufficient competition exists to set aside procurement for Service Disabled Veteran Operate Small Business, Hub Zone Businesses, or Small Business. Only one response per company is required. Please provide the following information: Company's name, address, point of contract, telephone and fax numbers, cage code, email address, web site (if applicable), fuel related experience and brief overview of your company (no more than one page for company information). Any information provided is voluntary. Telephone calls will not be accepted. Responses shall be submitted electronically to Ms. Patricia M. Smith at patricia.smith@dla.mil no later than April 6, 2015 at 3:00 pm local Fort Belvoir, Virginia time. Be advised the government will not pay for any information or administrative costs incurred in response to this sources sought. All costs associated with this sources sought will be solely at the expense of the respondents. Additionally, all submissions become government property and will not be returned. No basis for a claim against the government shall arise as a result from a response to this sources sought.
