Description
The purpose of this amendment is to attach the maps that were inadvertantly ommited from this announcement This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. 1.This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. 2.Solicitation W912BV-15-R-0030 is being issued as a Request for Quote (RFQ). 3.This notice and the incorporated provisions and clauses are those in effect through the Federal Acquisition Circular (FAC) 2005-76. 4.This is a 100 % small business set aside. The North American Industry Classification System (NAICS) code is 561730 - Mowing Services. The small business size standard for NAICS 561730 is $7.5M. Offerors must be registered in the System for Award Management (SAM) www.sam.gov and must have completed Representations and Certifications in SAM, in order to be considered for award. 5.Bid Schedule - See attachment 6.Description of services: The required services are the mowing, trimming, and edging of public use areas, the dam embankments, lawns, and other project lands at Tenkiller and Webbers Falls Lakes. 7.The contract will consist of a base and four option periods. The period of performance will be as follows: Contract periodStart date End Date Base period1 April 201531 March 2016 Option year 11 April 201631 March 2017 Option year 21 April 201731 March 2018 Option year 31 April 201831 March 2019 Option year 41 April 201931 March 2020 8.FAR Clauses 52.212-1, 52.212-2, 52.212-3 and 52.212-4 apply to this procurement. For the exact text and wording of clauses and provisions please see http://farsite.hill.af.mil. The following addenda apply to these clauses: a.52.212-1 - the NAICS code is listed in paragraph # 4 above as an SF 1449 will not be issued for this requirement. b.52.212-2 - Technical Evaluation Factors: i.Equipment - offerors shall specify the equipment that they intend to use to complete the work required. This information will be used to determine if the offeror possesses the capabilities to satisfactorily complete this project. ii.Manpower - offerors shall specify the manpower that will be assigned to project. This information will be used to determine if the offeror possesses the capabilities to satisfactorily complete this project. Price Evaluation: The government shall review acceptable offers by lowest price. Price reasonableness and affordability will also be evaluated. Past Performance: The Government will review all CPARS, ACASS, CCASS evaluations regardless of project and may contact points of contacts or evaluate any information provided to the Contract Specialist or Contracting Officer to include USACE District Past Performance files. Offerors must demonstrate the following minimum acceptability standards: i.All past or current performance must have overall ratings of Satisfactory, Acceptable or above. ii.Any derogatory information may be grounds for an Unacceptable rating. iii.Offerors with no past performance information will receive an quote mark Acceptable quote mark rating for this factor. 9.FAR Clause 52.212-5 applies to this procurement.
