- AMENDMENT NOTICE:This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice.The solicitation number is 0010604423 and is issued as an invitation for bids (IFB), unless otherwise indicated herein.The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-79. The associated North American Industrial Classification System (NAICS) code for this procurement is 481219 with a small business size standard of $15.00M.This requirement is a [ Small Business ] set-aside and only qualified offerors may submit bids.The solicitation pricing on www.FedBid.com will start on the date this solicitation is posted and will end on 2015-03-17 13:00:00.0 Eastern Time or as otherwise displayed at www.FedBid.com.FOB Destination shall be in the Statement of Work. The MICC Fort Benning requires the following items, Brand Name or Equal, to the following: LI 001: Labor Man Hours/ Pre Jump: Cost of pilot and flight support crew prior to and following any jump. Pilot must be able to fly one twin Engine Turboprop fixed Wing Aircraft with the following requested specs. SPECS - exception to the recommended must be approved by the contract COR & Silver Wings Team Captain Prior to award: The aircraft must be a twin engine, Turboprop, fixed wing aircraft capable of transporting 14 jumpers to an exit altitude of 14,000?MSL for Training (minimum of 8 lifts per training day) and an exit altitude of 12,500? MSL for demonstration jumps. Pilot and all flight support crew included., 110, EA; LI 002: Jump Ticket: Standard cost connected to jumper?s use of aircraft in connection to airborne operations. There are insurance fees and other cost that the vendor carries when performing services connected to the execution of this contract. cost of the basic operation of the aircraft, fuel, oil, etc. REQUESTED/Desired SPECS - exception to the recommended must be approved by the contract COR & Silver Wings Team Captain Prior to award: The vendor must be able to accommodate two scheduled training events per month and a maximum of two unscheduled events, with a minimum of 48 hour notice due to some events not being confirmed until the last minute before execution. The location of the vendor must be close enough to facilitate travel of the CEPT from Fort Benning NTE 2.5 hrs to the hangar location. The location of the vendor must have adequate facilities to accommodate indoor packing, training in the event of periods of bad weather and be located at an established Skydiving Center with at least 12 months experience serving the general public. The aircraft is used for training and certification of the parachute team to perform for exhibition events throughout the South East region of the United States., 3125, EA; LI 003: CONTRACTOR MANPOWER REPORTING: Contractor Manpower Data A. The Office of the Assistant Secretary of the Army(Manpower & Reserve Affairs) operates and maintains a secure Army data collection site where the contractor will report ALL contractor manpower (including subcontractor manpower) required for performance of this contract. The contractor is required to completely fill in all the information in the format using the following web address: https://cmra.army.mil/default.aspx The required information includes: (1) Contract Number (2) Delivery Order Number (if applicable) (3) Task Order Number (if applicable) (4) Requiring Activity Unit Identification Code (UIC) (5) Command (6) Contractor Contact Information (7) Federal Service Code (FSC) (8) Direct Labor Hours (9) Direct Labor Dollars (10) Location Information (where contractor and subcontractors (if applicable) performed the services Reporting period will be the period of performance not to exceed 12 months ending September 30 of each government fiscal year and must be reported by 15 October of each calendar year. If your particular contract crosses fiscal years, 2 entries must be made to capture the data for the contract period; for example if the contract start date is 1 January 2007 and ends 31 December 2007, the data for the period from 1 January 2007 through 30 September 2007 shall be entered not later than 15 October 2007 and the period 1 October 2007 through 31 December 2007 shall be entered not later than 15 January 2008. FedBid has developed an online, anonymous, browser based application to conduct the reverse auction. An Offeror may submit a series of pricing bids, which descend in price during the specified period of time for the aforementioned reverse auction. MICC Fort Benning is taking this action in an effort to improve both vendor access and awareness of requests and the agency's ability to gather multiple, competed, real-time bids.All responsible Offerors that respond to this solicitation MUST submit the pricing portion of their bid using the online exchange located at www.FedBid.com. Funds are not presently available for this contract. The Government?s obligation under this contract is contingent upon the availability of appropriated funds from which payment for contract purposes can be made. No legal liability on the part of the Government for any payment may arise until funds are made available to the Contracting Officer for this contract and until the Contractor receives notice of such availability, to be confirmed in writing by the Contracting Officer. Prior to submitting an agency protest, it is preferable that you first attempt to resolve your concerns with the responsible contracting officer. However, you may also file a protest to the Headquarters (HQ), Army Materiel Command (AMC). The HQ AMC-Level Protest Program is intended to encourage interested parties to seek resolution of their concerns within AMC as an Alternative Dispute Resolution forum, rather than filing a protest with the Government Accountability Office (GAO) or other external forum.
