- Draft Work Performance Statement for Leased Portable Equipment This is a Synopsis and associated Draft Performance Work Statement (PWS) for supporting emergency conditions throughout the Contiguous United States. Supporting emergency conditions requires servicing leased portable toilets-and leased, accessible* portable toilets; providing 2,000 gallons of fresh water per day; and the furnishing of a 2,000-gallon grey water tank. *Accessible portable toilets shall have ramps which include 12 feet (12') of ramp for every one-inch (1") in rise. The leasing or rental of any and all equipment and providing any and all required ancillary services shall sustain and support a 100-person shelter, for a minimum of seven (7) days. This draft synopsis is prepared in accordance with FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only synopsis. The synopsis number is HSFE70-15-R-0026 and, it is being issued as a Request for Proposal (RFP) with resultant Task Orders. FEMA intends to award a Firm Fixed-Price Multiple Award Contract: Indefinite Delivery Indefinite Quantity (FFP MAC/IDIQ) contract. The contract will be comprised of a 12-month Base Period and four (4) Option Periods, if exercised: 12-months in duration. This procurement is being solicited via full and open competition. The government may award the contract to a combination of both large and small businesses. The FFP MAC/IDIQ contract is for the rapid deployment of leased equipment, and ancillary services. Both the leased equipment and the ancillary services are structured for Task Order award--on an a la carte basis. The a la carte itemization of the contract's Contract Line Item Numbering (CLIN) structure meets the government's need to itemize each Task Order according to specific, emergency site-conditions. The associated North American Industrial Classification System (NAICS) Code for this procurement is 562991, Septic Tank and Related Services. The Product Service Codes (PSC) are: W099-Lease or Rental of Equipment: Miscellaneous; and W046, Service: Lease or Rental of Equipment: Water Purification and Sewage Treatment Equipment.
