- This purpose of this notice is Sources Sought Notice for Real Estate Broker Services A.GENERAL INFORMATION 1.INTRODUCTION The U.S. Department of Veterans Affairs (VA) provides space for VA employees and clients for medical and medically-related services, as well as research, warehouse, and administrative office functions and land for construction of necessary facilities. VA's Office of Construction & Facilities Management (CFM) is the implementation arm of VA's leased and owned property portfolio, with three subagencies as its clients (Veterans Health Administration; National Cemetery Administration; and Veterans Benefits Administration). CFM satisfies client space requirements through competitive lease procurements and through land management actions. VA leases space and acquires land in both rural and urban areas through the United States, District of Columbia, the Commonwealth of Puerto Rico, and the U.S. Territories. Within CFM, Real Property Service (RPS) is the entity responsible for management of lease procurement and land management activities. RPS's Project Managers (PMs) and CFM's Contracting Officers (COs) utilize the services of real estate brokers for both lease and land management projects. Broker services are essential to support effective communication between RPS and offerors in procurements; provide expertise in market analysis and commercial real estate transactions and financing; data and documentation organization, assembly and storage; and increased efficiency in contracting actions for projects that involve multiple vendors. 2.SCOPE The contractor shall support RPS and contracting staff, and other VA real property and leasing officials, as needed, in the acquisition of leasehold interests and other leasing actions, land acquisition, disposition, and other land management actions, oversight of construction, due diligence activities, and related real estate services. The contractor shall be responsible for providing all deliverables in in a timely and professional manner. The anticipated Request for Qualifications is full and open competition, as determined by North American Industry Classification System (NAICS). SIZE STANDARD: $7.0 MILLION, NAICS 531210 -- Offices of Real Estate Agents and Brokers LOCATION OF PERFORMANCE: Any State of the United States, the District of Columbia, the Commonwealth of Puerto Rico, the U.S. Virgin Islands, Guam, America Samoa, the Commonwealth of the Northern Mariana Islands (CNMI), the Federated States of Micronesia (FSM), The Republic of the Marshall Islands, and the Republic of Palau. CFM intends to conduct this acquisition in accordance with FAR Part 15, Contracting by Negotiation. Sources Sought This sources sought notice is for market research purposes in accordance with Federal Acquisition Regulation (FAR) Part 10. It does not constitute a solicitation and is not to be considered as a commitment by the Government. All firms responding to this sources sought notice are advised that their response to this notice is not a request that will be considered for contract award. All interested parties will be required to respond to the resultant solicitation separately from their response to this sources sought. Firms interested in submitting their capabilities for this project must include the following information: (1) Company name, address, point of contact with phone number and e-mail address; (2) Business size determination; (3) expected available capacity for 2015 through 2020. Please limit responses to six (6) pages. The Contractor capability statement shall include, but not be limited to: Corporate Experience: "Provide at least three (3) completed lease projects in the past five (5) years that demonstrate experience with federal government leases of at least 15,000 Net Usable Square Feet (NUSF). If no federal Government leases experience provide at least three lease projects for medical related space of at 15,000 NUSF. "Provide at least two (2) completed federal land acquisitions projects in the past five (5) years. "Provide at least five (5) completed due diligence on either federal government lease or land acquisitions. The Capability Statement must include Experience in all the elements of Real Estate Broker Services below: "Lease and Land Acquisition: Federal Acquisition Regulations, General Services Administration Services Regulations, and all applicable Federal laws, regulations, and Executive Orders. "State Licensing: List all current commercial real estate, state licenses for each type of service All responses to the sources sought must be submitted via email to the Contracting Officer, Anntwinette Dupree-Hart at Anntwinette.Dupree-Hart@va.gov cc: Zebulon Fox at Zebulon.fox@va.gov and Raymond Savoy at Raymond.savoy@va.gov, by March 13, 2015, 4:00 pm ET. At this time no solicitation exists, therefore, DO NOT REQUEST A SOLICITATION package.
