Description
The Naval Surface Warfare Center Panama City Division (NSWC PCD) intends to award a sole source firm fixed price indefinite delivery indefinite quantity commercial contract to Concurrent Technologies, 6 Tower Office Park, Woburn, MA 01801 for the repair of commercially available interface boards and processor cards used in the Landing Craft Air Cushion (LCAC)Navigation Processing Units (NPUs) and the Universal Keyboard (UKB) as follows: PP 402/041-25E, PP PMC/202-05EU, and PP 200/013-99. The projected period of performance will be from award of the contract through 30 September 2017. The purchase is not suitable for full and open competition for the following reasons. Concurrent Technologies is the design authority and original equipment manufacturer (OEM) of these interface boards that meet form, fit, function, and interchangeability requirements for the LCAC C4N system. As the design authority and OEM, Concurrent owns the design rights to their product. The Government did not purchase the rights in technical data sufficient to perform a competitive procurement because these items are Commercial Off-The-Shelf (COTS) items. Further, no other source for repairing these items currently exists. The proposed contract action is for supplies for which the Government intends to solicit and negotiate with only one source. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Offerors wishing to provide responses/comments to this synopsis shall do so via email to Corey.rezner @navy.mil no later than the closing date of this synopsis. The closing date of this synopsis is 19 March 2015. Delivery for any delivery order issued under the resultant contract is anticipated to be required 10 weeks after order award. All deliveries will be FOB Destination. The resultant contract will be firm fixed price. The Department of Defense will no longer award contracts to contractors not registered in the System for Award Management (SAM) database.
