Description
LPAC Equip Spec The Supervisor of Shipbuilding (SUPSHIP), Groton, CT, seeks the rental of a 400 +/- 50 SCFM electric, oil free, low pressure air compressor (LPAC) with built in after cooler/ inter cooler, with air dryer and 250 gallon cap tank ASME rated at 125 PSI. The LPAC must be enclosed in a weatherproof enclosure suitable for outdoor operation is 0 degree Fahrenheit temperatures. The system shall be mounted on a wheeled platform/trailer, and the contractor shall maintain a stringent maintenance program and be responsible for all maintenance except daily check of liquid levels. The rental period for the LPAC would begin on 3/18/15 and continue through 8/31/15. This is a Combined Synopsis Solicitation for commercial items prepared in accordance with the information in FAR Part 13 (Simplified Acquisition Procedures) for commercial items as supplemented with the additional information included in this notice. The solicitation (N62789-15-T-0004) is issued as a total small business set-aside. The NAICS code is 333912 (Air and Gas Compressor Manufacturing) and the Small Business standard is 500 employees or less. Questions regarding technical or contractual issues must be addressed to the Contract Specialist via e-mail ONLY. This RFQ incorporates FAR 52.212-4 (Contract Terms and Conditions - Commercial Items (May 2014)) and FAR 52.212-5 (Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items (Jun 2014)). It is the vendor's responsibility to be familiar with the applicable clauses and provisions. The clauses may be accessed in full text at these addresses: http://acquisition.gov and http://farsite.hill.af.mil/. Lack of registration in the System for Award Management database (www.sam.gov) will make a vendor ineligible for award. Quotes are due by Friday, 3/13/15. DESCRIPTION: The requirement is for a firm-fixed-price (FFP) order; Contract Line Item No. (CLIN) 0001 is for the rental of a Low Pressure Air Compressor for the period of performance of 18 March 2015 - 31 August 2015 for the Shipping Port ARDM 4. Refer to Attachment (1) for the entire statement of work. 52.212-2 Evaluation -- Commercial Items (Oct 2014): (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate quotes: (i) Technical capability of the item quoted to meet the Government requirement (ii) Price Technical capability will be evaluated on a pass/fail basis. A quote that is considered technically unacceptable shall be ineligible for award. The lowest priced quote that is determined to be technically acceptable shall be selected for award. (b) Options (not applicable). (c) A written notice of award or acceptance of an offer mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt unless a written notice of withdrawal is received before award. ACCESS: To be allowed onto a government Shipyard, personnel must be U.S. citizens and in possession of appropriate personal identification. Proof of U.S. citizenship may be necessary and can be required for access to the drydock environs. Allowable documentation of U.S. citizenship is an official government issued Certificate of Birth or Naturalization (w/ raised seal & not a photocopy) or a US passport (can be expired). Vehicular access requires a non-expired personal Driver's License and appropriate vehicle identification or registration. The transport vehicle must have the company's name / logo prominently displayed. Normal commercial delivery access to NLON: (see NOTE) is from 5:30 am to 1:30 pm Monday thru Friday (excludes Federal Holidays). To gain access to the drydock environs, personnel must be escorted and possess / wear their own personal safety gear which includes: safety glasses w/ side protection, hard hat, safety shoes with an ANSI approved reinforced toe box, and, as posted, adequate hearing protection (i.e. ≥20 dB[A] reduction from ear plugs and/or ear muffs). DELIVERY: The machinery shall be in a fully-charged, fully-assembled, ready-to-use, and in a first-class-operating condition. The machinery with its support equipment shall be delivered to the site on or prior to the request date. It is incumbent and the responsibility of the Contractor to either confirm or coordinate the date and time of delivery prior to each shipment via the Contracting Officer's Representative (COR) and/or Point-of-Contact (POC) as designated on the Contract. Documentation [B/L] shall accompany each delivery. PAYMENT: SUPSHIP Groton utilizes the Wide Area Workflow (WAWF) system as method of payment.
