- Delineated Area Map General Services Administration (GSA) seeks to lease the following space: State: NY City: White Plains Delineated Area: BEGINNING FROM WEST, WHERE METRO NORTH MEETS HILLSIDE TERRACE, THE LINE RUNS EAST TO THE INTERSECTION OF NORTH BROADWAY AND ROCKLEDGE AVENUE FROM EAST, FOLLOW MAPLE AVENUE SOUTHWEST UNTIL IT MEETS DR. MARTIN LUTHER KING JUNIOR ROAD; THERE THE LINE GOES NORTH ONE STREET TO WEST NEW YORK POST ROAD. AT WEST NEW YORK POST ROAD THE LINE RUNS WEST TO SOUTH LEXINGTON AVENUE AND TURNS NORTH. SOUTHERN BORDER GOES UP SOUTH LEXINGTON AVENUE TO FISHER AVENUE AND THERE FOLLOWS FISHER AVENUE WEST UNTIL IT MEETS THE TRAIN TRACKS. FROM THE INERSECTION OF NORTH BROADWAY AND ROCKLEDGE AVENUE BORDER THE LINERUNS SOUTH ON NORTH BROADWAY UNTIL IT BECOMES SOUTH BROADWAY AND ENDS WHERE SOUTH BROADWAY MEETS MAPLE AVENUE. FROM INTERSECTION OF FISHER AVENUE AND THE METRO NORTH TRAIN TRACKS THE LINE RUNS NORTH ALONG THE METRO NORTH TRAIN TRACKS UNTIL IT REACHES NEAR HILLSIDE TERRACE, PAST WATER STREET. (ABOA): 11,775 Space Type: Office Parking Spaces (Total): 2 Parking Spaces (Surface): 2 Parking Spaces (Structured): 0 Parking Spaces (Reserved): 2 Full Term: 10 years Firm Term: 5 years Soft Term: 5 years with termination rights upon 120 days' notice Option 1 Term: n/a Option 2 Term: n/a Additional Requirements: •• Space must be contiguous on one floor and located on the second floor of the building or higher. The space must be serviced by at least two elevators, one of which may serve as a freight elevator. The space must meet requirements for fire and life safety plus handicapped access in accordance with PL-90-480. •• Sites which are located directly on a highway or 6-lane thoroughfare shall not be considered in the following instances: (1) if the two directions of traffic are separated by a physical barrier or traffic indicator which does not permit access from either direction within a block; (2) if the location access is directly from a highway, unless there is a traffic control device within two blocks or equivalent from the proposed office space. •• Space shall be located not more than the equivalent of two city blocks from a primary or secondary street serving the office. As an alternative to direct visibility, the Lessor shall provide acceptable signage from the primary or secondary street as part of the rental consideration. The route from the primary or secondary street shall be direct. Locations which have obscure, difficult access or which require additional turns shall not be considered. •• Space should be no more than twice as long as it is wide, and should have open areas where columns and other obstructions do not hinder the development of efficient space layout. Columns must be at least 20 feet from any interior wall and from each other, and be no more than two feet square. •• Public transportation, if available, must be within two blocks of the space. The Government encourages all Offers from buildings within the delineated area noted above, however it will consider those buildings within the White Plains Central Business Area (CBA) first then consider those outside of the CBA if the offered buildings within the CBA cannot meet the Government's requirements. Offered space must meet Government requirements for fire safety, accessibility, seismic and sustainability standards per the terms of the Lease. A fully serviced lease is required. Offered space shall not be in the 100 year flood plain. GSA is using a tenant broker to represent the Government in lease negotiations for this transaction. In no event shall a potential Offeror enter into negotiations or discussions concerning a space to be leased with representatives of any Federal agency other than the authorized officers and employees of GSA or their authorized representative, Jones Lang LaSalle Americas, Inc. Owners, brokers or agents may offer space for consideration. Any properties submitted by brokers or agents must be accompanied by written evidence that they are authorized by the ownership to exclusively represent the building offered. Expressions of Interest Due: March 26, 2015 Market Survey (Estimated): April 2015 Occupancy (Estimated): August 22, 2017 Expressions of Interest must be submitted in writing and must include the following information in order to be deemed compliant and be eligible for further consideration: •• Building name and address; •• Location of space in the building and date of availability; •• Rentable Square Feet (RSF) offered and rate per RSF, including Shell Rent, Operating Expenses, Real Estate Taxes, and Security Components; •• ANSI/BOMA office area (ABOA) square feet and rental rate per ABOA, full service inclusive of a Tenant Improvement allowance of $55.62/ABOA SF; •• Scaled floor plans (as-built) identifying offered space; •• Evidence of ability to meet the required occupancy date of no later than August 22, 2017; •• Site plan showing parking area(s); •• Name, address, telephone number, and email address of authorized contact.
