- J- PERFORM AN UPGRADE TO THE PA/ALARM SYSTEM ON BOARD THE NOAA SHIP THOMAS JEFFERSON. NOTICE DATE: MARCH 5, 2015 Notice Type: Pre-solicitation NAICS: 336611 - SHIP BUILDING AND REPAIRING Contracting Office: Department of Commerce, National Oceanic and Atmospheric Administration (NOAA), Eastern Regional Acquisition, 200 Granby Street, Suite 815, Norfolk, VA 23510 The National Oceanic Atmospheric Administration (NOAA), Eastern Regional Acquisition, Norfolk, VA on behalf of Office of Marine and Aviation Operations (OMAO) is soliciting a requirement to perform an upgrade to the PA/Alarm system. Provide all labor, material and equipment in accordance with the attached Statements of Work, Public Address System Main Equipment Rack Upgrade. This RFQ is 100 percent set-aside for small business concerns. The associated North American Industry Classification System (NAICS) code is 334290, which has a corresponding size standard of 750 employees. A Solicitation will be issued March 6, 2015 with a closing date of March 20, 2015. The total period of performance for all work specified in the Statement of Work is date of award through May 31, 2015 Evaluation factors for Award The Government will issue a firm fixed price purchase order to the responsible vendor whose quote, conforming to the solicitation results in the best value to the Government, considering both price and nonprice factors as specified in the solicitation. The following factors will be used to evaluate quotations: Past Performance: Vendors shall provide a minimum of three jobs of similar scope and size within the past three years. Price: Vendors will be evaluated on the basis of low price in conjunction with past experience. Past Performance is slightly more important than price. All responsible sources may submit a quotation which shall be considered by the agency. The anticipated award date is on or about March 27, 2015. Contractors are encouraged to register with the FedBizOpps Vendor Notification Service as well as the Interested Vendors List for this acquisition (see applicable tab within FedBizOpps where this synopsis/solicitation is posted).
