- Draft Statement of Work & Clauses The Small Business Administration (SBA) has a requirement for professional support for the SBA 504 Guaranteed Loan Program. Specifically, a contractor will serve as the Fiscal Agent for the SBA 504 Guaranteed Loan Program. The Fiscal Agent will perform both fiscal agent and selling agent tasks outlined in the Statement of Work (SOW). A draft of the SOW is attached to this notice. The Fiscal Agent participates in the closing/settlement of each sale of 504 debentures. The Fiscal Agent monitors and evaluates the financial markets; and works with the SBA, the Department of Treasury, and the Central Servicing Agent in administering the 504 Guaranteed Loan Program. The Fiscal Agent is also the selling agent for the CDCs (Certified Development Companies) participating in the 504 Guaranteed Loan Program. In addition, the Fiscal Agent has other duties outlined in the SOW, including, but not limited to, program promotion activities, trust agreement responsibilities, physical certificate printing, and securing functional advisory services and administration. The Fiscal Agent also has records, reports, and auditing responsibilities. The resulting contract will be a no-cost contract to the Government. For this contractual need, the Contractor is compensated in accordance with its Pricing Schedule from monies generated by the 504 Guaranteed Loan Program. The Contractor is not compensated with appropriated dollars. The estimated compensation generated to the Contractor per year for this effort is $500,000 or $2.5 million over five years. It is anticipated that one contract with fully-loaded, firm-fixed pricing will be awarded. The contract will use a non-commercial services format. It is estimated that performance will commence about July 1, 2015, and that the contract will be for a base year and four option years. Place of performance of the contract will be contractor's offices, but travel to SBA headquarters in Washington, DC may be required from time to time. The NAICS code for this solicitation is 523930, Investment Advice. The Small Business Size Standard for NAICS 523930 is $38.5 million. The Product Service Code is R499. The future Solicitation/Request for Proposals (RFPs) for this contract is a total set-aside for small business. Interested contractors must be registered in the System for Award Management (SAM) at https://www.sam.gov for NAICS code 523930 as a small business in order to be eligible for award. Interested contractors must also complete the annual representations and certifications electronically on the SAM website. The Solicitation will be a Request for Proposals (RFPs) and will be issued on or about April 6, 2015, with written responses due from contractors on or about 3:00 p.m., Mountain Time, May 5, 2015. Interested contractors may obtain a copy of the Solicitation documents on this website at the time the Solicitation is posted. All interested contractors should download the Solicitation and its attached solicitation documents from this website, and provide a written response by the due date and time indicated on the solicitation documents - at the Contracting Officer's Denver, Colorado location. Only written, paper responses will be accepted. Telephone, email, and FAX responses will not be accepted. No response to this Pre-Solicitation Notice from contractors is expected or desired.
