Description
This is a Sources Sought Notice ONLY, (not a pre-solicitation notice pursuant to FAR Part 5) to identify sources that can provide all labor, supervision, tools, materials, equipment, and other allied items as required and necessary for the Preventative Maintenance (PM) and repair services for Fort Jackson, SC's 18 Walk-In Ice Storage Freezer Boxes (Boxes). Further, the Army is not seeking proposals at this time and will not accept unsolicited proposals. Responders are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this notice; all costs associated with responding to this notice will be solely at the interested party's expense. Submittals will not be returned to the responder. Not responding to this notice does not preclude participation in any future Request For Proposal (RFP), if any is issued. A single firm-fixed priced, Indefinite-Delivery/Indefinite Quantity (IDIQ) contract is contemplated with a five (5) year ordering period of 1 June 2015 - 31 May 2020. This sources sought is to determine the capability of potential small business sources and the availability of commercial sources and services pursuant to FAR Part 10. This notice is for informational purposes only and does not constitute an Invitation for Bid or RFP, and is not to be construed as a commitment by the Government. Eligible small businesses are encouraged to participate. As background information, the Basic Training Center of Excellence, Fort Jackson, SC 29207, is located within the City of Columbia, SC. Fort Jackson maintains 18 Boxes for the storage of ice throughout the training area. These Boxes are approximately three to five years old. Previously, the Boxes were maintained by a team of mechanics on orders from Letterkenny Army Depot. Due to budget cuts and draw down in the Army, the team could no longer provide repair services for the Boxes. There are no assets on Fort Jackson that can provide PM or repair services as required to maintain and repair the Boxes. These Boxes hold the ice used by training units in Basic Combat Training when the temperature exceeds 70 degrees Fahrenheit. These are critical to the mission and safety of Soldiers in training. The overall objectives of the PM and Repair Services is to identify problems before they result is system shutdown and to ensure repairs are done in a timely manner resulting in the least amount of down time. To that end, semi-annual PM is required as well as responsive repairs, scheduled and unscheduled. Scope of Work 1.Semi-annual (every 6 months) Preventative Maintenance (PM) in accordance with (IAW) the manufacturer's recommendations and the checklist provided in Appendix A of the attached PWS. 2.When completed with the PM, provide a copy of the signed checklist as identified in Appendix A to the Contracting Officer Representative (COR). 3.Schedule/coordinate for any replacement parts or repairs identified during PM semi-annual visits. Approval must be obtained from the COR for the procurement of any replacement parts and prior to incurring any labor cost associated with those repairs. 4.PM will consist of two (2) semi-annual visits, six (6) months apart, during the months of December and June. 5.Vendor is to provide all tools, labor, equipment, supervision, management, and any other allied items necessary to carry out the work described in this PWS. The Government will not furnish any tools or supplies. 6.Respond telephonically to the COR for calls for routine service within two hours during the hours noted below and have a technician on site within 24 hours: Monday thru Friday 730 AM to 400 PM except Federal Holidays. Estimate approximate 10 routine calls per year. 7.Respond telephonically to the COR for urgent calls within 1 hour. Be on site within 12 hours for any urgent repair (non-routine) services from 7:30 AM to 4:00 PM Monday thru Friday upon notification by the COR. Exception is Federal Holidays during which the Agency is closed. Estimate 5 urgent calls per year. 8.Removal of all excess material from the work area upon completion of repairs and/or PM. This includes such items as boxes, wire ends, replaced parts, etc. 9.Period of Performance: It is anticipated that an IDIQ will be awarded with a five year ordering period, consisting of a base year period consisting estimated from 1 June 2015 - 31 May 2020. Oral communications are not acceptable in response to this notice.
