Description
THIS IS A SOURCES SOUGHT NOTICE ONLY. THIS IS NOT A REQUEST FOR PROPOSALS. This Sources Sought Synopsis is in support of Market Research being conducted by the General Services Administration to identify the level of interest in this construction project among qualified small business firms. The General Services Administration (GSA), Greater Southwest Region, Public Buildings Service, requires construction services for the US Marshal's Service (USMS) sally port addition and 2nd floor fire sprinkler space alteration at the George H.W. Bush and George W. Bush US Courthouse/George Mahon Federal Building in Midland, TX, as described below under Description of Work. The North American Industry Classification System (NAICS) Code for this procurement is 236220. The size standard is $33.5 million per year. The estimated period of performance of this contract is for 24 months. The estimated contract value is between $1,000,000.00 and $5,000,000.00. Description of Work: The project at the Midland Courthouse consists of the construction of a new United States Marshals Service sally port and prisoner elevator, 2 nd floor alterations and exterior security improvements. The work will require complex construction phasing in a fully occupied facility. The new sally port and three story prisoner elevator will be new construction elements added to the exterior of the existing Courthouse. The work must be coordinated to avoid disturbing Federal Judges and US Marshals. The USMS will be retaining swing/lease space during the construction of their 2 nd floor space. Therefore it is very critical that the interior alterations to the 2 nd floor be completed as scheduled so as not to require the USMS to inherit additional costs for retaining the swing/lease space. The construction further includes the following elements: - Extensive site work including demolition, new fencing, gates and pavement - Interior/exterior demolition and utilities relocation - A new cell block, including new holding cells and interview rooms - New operations and administrative offices including new flooring and lay in acoustical ceilings - HVAC modifications and public restroom modifications - A new fire sprinkler system shall be installed in the sally port and on the 2 nd floor of the Courthouse - Security improvements including cameras and card readers installed on the exterior of the building Interested small business firms should submit a letter of interest via email to the Contracting Officer at carrie.haman@gsa.gov. The one to two page letter should include 1) your interest as a contractor, 2) whether or not your company is a small business and any socio-economic category your company may qualify as, 3) a brief description of your firm's past experience completing similar work as described above, and 4) a complete and current record of your System for Award Management (SAM - www.sam.gov ) information which includes DUNS number, Organization name, address, contact name, email address, web-site address, telephone number, type of organization, and small business type(s).
