- G15PS00122 This Solicitation Notice is a Combined Synopsis/Solicitation to announce the U.S. Department of the Interior (DOI), U.S. Geological Survey (USGS) has a requirement to replace an AHU-2 air handler fan system with a FS-5 air handler fan system in accordance with the solicitation's Work Statement and the architect/engineer specifications and. The solicitation number is G15PS00122 and is being issued as a Request For Proposal(RFP). The policies contained in FAR Part 13 shall be used for this acquisition. This is a 100% Small Business Set-aside. The associated NAICS code is 238220 Plumbing, Heating, and Air-Conditioning Contractors; which has a Small Business Administration Size Standard of $15.0 million. A copy of this solicitation may be accessed at FedConnect (www.fedconnect.net). All requirements for preparation, submission, and receipt of quotes contained in the solicitation shall be adhered to. Site Visit/Tour is scheduled for 03/17/2015 at 10:00am Location Time. Visitors must email Matt Solchenberger, msolchenberger@usgs.gov, by 03/16/2015 to confirm attendance. Location: United States Geological Survey (USGS) National Wildlife Health Center (NWHC) located at 6006 Schroeder Road Madison, WI 53711. PRICE and NON-PRICE EVALUATION. (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following non-price/cost factors, listed in descending value, shall be used to evaluate offers: Factor (A) Fan System. Offerors must provide documentation, not to exceed 10 pages, describing the offered fan system's ability to meet or exceed the specifications contained in the Project Manual; Factor (B) Fan System Installation Plan, Experience and Approach: Offerors must provide an Installation Plan which shall include schedule and timeline. The project schedule shall be a chart which graphically depicts the proposed sequence to accomplish each work feature or operation. It shall show start dates and completion dates for each event on a horizontal time scale. Offerors must provide a narrative, not to exceed two pages, describing their capabilities and approach to perform the installation services described in the Statement of Work. Offerors must describe their experience within the last three years with fan system installation similar to the current project in terms of: (a) Size/type and commercial application of fan installed; (b) Requirement to coordinate full or partial shut-down of customer's operations to accommodate the fan installation; (c) Level of compliance with State and Local electric and fire codes required in project performance; and (d) experience with similar projects requiring compliance with State and Local electrical and fire codes of Madison, WI; Factor (C) Past Performance: Offerors must submit not less than two references for fan systems with installation services performed during the past three years. Each reference shall include: the company or agency name, address, contract or order number, point(s) of contract phone number and email address(es). References provided may be contacted by the Government. Their statements will be used in the evaluation of the offeror's offer. In addition, any information obtained by the Government from references outside of the offeror ¿s offer may also be used, in a similar manner, in the technical evaluation of the offeror's offer to the extent appropriate. Past performance information provided by references, from Government records, or from other than the sources identified by the offeror may be used in the evaluation under any or all applicable evaluation factors. In addition to the foregoing, PIPRS.gov will be used as a source of past performance information in the source selection process, in addition to any other past performance information required under this solicitation. All past performance information will be used for both the responsibility determination and the best value decision; and Factor (D) Safety Plan and Record: Offerors must provide a Safety Plan and a list of safety violations for the past three years. The Safety Plan must meet the minimum requirements described in the Removal and Installation Statement of Work. The list of safety violations will include all local, state, and Federal citations and resolutions. Offers submitted in response to this solicitation will be evaluated based upon the non-price or non-cost factors. (b) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer ¿s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award. Award. The award of this requirement shall be made using only the procedures found in the Federal Acquisition Regulations (FAR) 13.5. Award shall be made to the offeror whose offer, conforming to this solicitation, is determined to be the most advantages to the Government, cost or price and the other non-cost or non-price factors listed above. In determining which offer offers the greatest value or advantage to the Government, overall merit of the non-cost/price factors will be considered more important than price or cost. The degree of importance of price or cost as an evaluation factor will increase with the degree of equality in the technical merits of the quotes. Between acceptable quotes with a significant difference in technical merit, a determination will be made as to whether the additional technical merit or benefits reflected by a higher priced quote warrants payment of the additional price or cost. Proposal Preparation and Submission. The offeror is cautioned to study the Evaluation Factors stated above along with their relative importance. Your offer package shall address each of these factors since these are the standards against which your offer will be evaluated. It is the offeror's responsibility to include the appropriate documentation in its offer package to allow a complete technical/price evaluation. Failure to submit the appropriate documentation may result in the rejection of the offer. Offers shall be in two volumes. Volume One shall be non-price support documentation. Volume Two shall be price documentation which includes the signed SF 1449 and all amendments.
