USU150004 Sources Sought Notice USU150004 Statement of Work * See attachments for complete detail US Department of Defense Uniformed Services University (USU) Sources Sought Notice General Overview: The Uniformed Services University of the Health Sciences (USU), located in Bethesda, MD, has a requirement to procure systems furniture, including design, storage, delivery, and installation. The purpose of this sources sought notice is to find interested and capable offerors who can provide the required services and clarify any ambiguities in the draft statement of work (SoW). This is a sources sought notice, not a request for proposal (RFP). Offerors responding to this notice will not be reimbursed for any costs associated in the preparation of their submission. The USU is the only Federal health sciences university and we are committed to excellence in military medicine and public health during peace and war. We provide the Nation with health professionals dedicated to career service in the Department of Defense (DoD) and the United States Public Health Service (PHS) and with scientists who serve the common good. We serve the uniformed services and the Nation as an outstanding academic health sciences center with a worldwide perspective for education, research, service, and consultation; we are unique in relating these activities to military medicine, disaster medicine, and military medical readiness. USU is located in Bethesda, MD on the grounds of the Naval Support Activity Bethesda. Additional information regarding USU and its mission can be found on our website: www.usuhs.mil. This NAICS Code meets the Non-Manufacturer Rule Waiver. Small business resellers may offer other-than-small manufacturer's systems furniture. (If you feel there is a more apt NAICS Code to use for this requirement, you may recommend it in your response.) Historical Data: The past three years of this requirement were awarded to Haworth, Inc. We have primarily purchased Haworth Places systems furniture line. Each project is considered a custom project with focus on meeting the needs of the customers in the various installations. The Scope of Work includes: 1.Space Planning/Needs Identification: The Contractor is required to consult with the customer(s) to identify the specific needs of the project and its requirements before design is initiated. 2.Computer Design: The Contractor, in many cases, shall be required to create computer designs and drawings that meet the specific needs. These renderings will be used to help raise issues and determine preferences in applications and product lines. 3.Approved Final Drawings: The Contractor shall create final drawings to be approved by authorized personnel from the Logistics, Property Management Office. 4.Product line: The Contractor shall prepare a list of furniture products that will be included in the final costing. Samples may be presented to the customer for selection. The Contractor shall maintain good relationships with a variety of suppliers to provide the best selection of product. 5.Costing: The Contractor shall prepare costing that includes quotes from a number of sources (or from sources that the customer specifies) to assist in analysis to determine a fair and reasonable price. The Contractor shall focus on quality and best value that meets the needs of the customer. 6.Related Products: The Contractor may be required to provide (in the design) a list of other related-furniture items such as carpeting, padding, window treatments, etc. 7.Final Costing Approval: Final costs for the project will be presented to the USU Logistics Division Property Management Office (PMO) representative for final approval. This will include, but not limited to, all product costs, installation, space prep, removal of existing furniture, disposition of existing materials, warehousing, and delivery estimates. The POs will be issued on a not-to-exceed (NTE) basis where estimates are required. The Contractor shall notify Contracting Officer (CO) if price estimate is to exceed given amount prior to performing deliveries, installation, etc. The precise NTE amount will change on annual basis and will be determined around September 30 of each year. 8.Schedule Deliveries: The Contractor shall schedule deliveries of all materials. The Contractor will maintain appropriate relationships with freight companies and schedule deliveries to get best value and meet customer requirements. 9.Warehousing: The Contractor shall maintain a number of warehouse subcontractors that can provide warehousing to hold inbound product until installation is coordinated and completed. 10.Space Preparation: The Contractor may be required to prepare the space where the furniture needs to be installed. The Contractor will maintain relationships with qualifying subcontractors to perform this function. 11.Removal and Disposition of Old Furniture: The Contractor will be responsible for removal and disposition of old materials as part of the service. If subcontractors are to be used, the Contractor shall maintain a list of approved subcontractors that can perform this function. 12.Installation: The Contractor will be responsible for the installation of all product and materials. In the case of electrical requirements, the Contractor shall collaborate with the USU electrical professionals to ensure adherence to local codes and requirements. 13.Warranty and Service: The Contractor shall arrange for all service requirements, warranty work, and any exchange of defective product. Contractor Responsibilities: a.The Contractor shall comply with all Federal, state, and local environmental laws and regulations. In case of a conflict among these laws and regulations, the most stringent law or regulation shall apply. If, as a result the Contractor is in noncompliance with all applicable environmental laws or requirements and the Government incurs any cost (e.g. the cost of cleaning up a hazardous waste spill), the Contractor shall indemnify the Government and provide reimbursement for the costs. b.If a Federal, state, or other regulatory agencies assesses any fine, penalty, or fee against the Government that is attributable to the Contractor's noncompliance with any pertinent law or requirement, the Contractor shall indemnify the Government for the amount of the fine and other Government costs attributable to the violation. c.The Contractor shall obtain non-hazardous products when available and shall participate in established recycling programs. d.The Contractor shall procure and maintain all necessary insurances with sufficient coverage during the entire period of performance. e.The Contractor shall be responsible for securing its equipment and material at the job site at the end of each workday. The Contractor shall not hold the Government responsible for any loss experienced by the Contractor due to theft or vandalism. f.The site of the work is on a military installation, and the Contractor shall comply with all applicable rules and regulations including, but not limited to, the following: i.Fire Prevention: The Contractor and all employees shall be cognizant of and observe all requirements for handling and storage of combustible supplies and materials and the daily disposal of combustible waste and trash in accordance with the National Fire Protection Association Code and the National Board of Fire Underwriters, as supplemented by Army Regulation (AR) 420-90 Fire and Emergency Services. The Contractor shall also be familiar and require all employees to become familiar with the method of reporting a fire (using on-base phone, dial 911). ii.Traffic Regulations: The Contractor's employees operating motor vehicles on the installation shall observe traffic regulations and posted speed limits. Talking or texting on a cellular phone, while driving is prohibited. Traffic laws are enforced on the installation and violators shall appear before a U.S. Magistrate for disposition of a violation. iii.Motor Vehicle Regulations: Operation of motor vehicles on the installation by Contractor employees shall be governed by the WRNMMC Security Forces and mandated by DoD instructions. Response Requirement: USU is considering issuing a firm-fixed price (FFP) multi-year option contract for up to five years (one base year + four option years) to one or more sources depending on the responses received to this notice. Please address the following in your response: 1.Can you meet some or our entire furniture requirement? Please provide detailed information. 2.Which manufacturer's line(s) of systems furniture can you offer? Please provide a list of up to five lines of systems furniture that you deem would fulfill our need [refer to the Historical Data and the Statement of Work]. Please provide a web link where we can review the furniture lines. Additional detail regarding quality, availability, country of manufacture, etc. would also be useful for USU to consider. 3.Please comment on any ambiguity or inadequacy of the attached SoW. We would assume that the SoW is complete and cogent if we do not receive any comment. 4.Please include the estimated cost of design, delivery, installation, and storage costs. 5.Please advise if you, the offeror, and/or the furniture manufacturer have a furniture showroom in the Bethesda, MD vicinity (within 50 miles) for us to coordinate a site visit in April/May of 2015. 6.Would you be considered as a small business using NAICS Code 337215 Showcase, Partition, Shelving, and Locker Manufacturing with a size standard of 500 employees (or of the NAICS Code you would recommend)? 7.Please provide three customer references in which you have provided the same or similar furniture and services (design, delivery, installation, and storage). The following information must be included: a.Name of client and address; b.Name of current PoC, including title, phone number, and email address; c.Contract number, if available; d.Contract value (total cost); e.Contract period of performance (PoP); and f.A clear description of the service provided. Please limit your response to five pages total. Responses are due by 10:00PM EST on March 20, 2015.
